VLGA President’s Message
As often as we hear the term ‘sector reform’, we also hear claims that every change, whether small or large, will change the face of how local governments provide services and how governments work with communities to make decisions affecting local areas. I am not going to over-hype two imminent reforms including a new Performance Monitoring Framework for local governments (replacing the existing and very limited Customer Satisfaction Surveys); and a new approach to land use planning partnerships between state and local governments. Having said this, I believe it is very important for our members to be involved in consultations and updates on these two reforms so that you inform the VLGA’s advocacy. While most of us have the school and/or Easter holiday breaks on our minds, I would encourage you to attend our next Leading Edge Forum on Thursday 5 May (see below). I’d love to hear your views on the critical issues you believe require our attention in relation to ‘sector reform’, so feel free to call me on 0407 364 509 or drop me an email. Special member consultation and update: local government performance and land use planning reforms
Join us at the May Leading Edge Forum (from 6pm on Thursday 5 May) for two important issues likely to heavily impact on local governments and communities.

1. VLGA directions on planning issues and the new State Government
Join our President and CEO to hear about recent meetings with the State Government, outcomes from a recent VLGA Member council forum, and plans the VLGA has to advocate for significant land use planning reforms that will improve a genuine partnership between governments and our communities.

2. Performance Monitoring Framework for local governments: next steps?
Join the Essential Service Commission’s (ESC) Chairperson Dr Ron Ben-David and Director Andrew Chow for a consultation on whether the indicators arising from the pilot report are the best possible indicators. Other questions to be discussed include:
* whether there are better ways to present the data, and
* how the ESC can improve their data gathering and reporting processes.

Sustainable funding for local governments
It was heartening to see in the Autumn 2011 Business Excellence magazine that the Victorian Employees Chamber of Commerce and Industry (VECCI) has called for a review of funding for rural local governments including arrangements and options to improve infrastructure and service delivery standards while enhancing their longer term financial sustainability. VECCI also added this topic to their Pre-Budget Submission to the State Government. Of course, financial sustainability is not just an issue concerning rural local governments. Nor are solutions solely in the hands of state and local governments. It was also reported last week that the Nillumbik Shire and Banyule City Councils want a fairer share of the State Government’s annual general purpose grant. Nillumbik Mayor Helen Coleman said that Nillumbik had been losing money from the grant since 2003, which in real terms amounted to $5.6 million in lost revenue over the past six years. Cr Coleman said Nillumbik made a presentation to the government as part of the lead-up to the state budget, which will be released on 3 May. ‘‘While Nillumbik’s relatively low grant is due to the high socio-economic status of our residents, Council told the [Victoria Grants] Commission that the formula fails to recognise that Nillumbik has Victoria’s highest ratio of residents to rateable properties, which is 50 per cent more than the state average,’’ Cr Coleman said. Neighbouring Banyule Council has also made a list of requests for the budget, including an end to cost-shifting, the practice of local governments funding services normally run by the state government. Banyule Mayor Peter McKenna said that Banyule also wanted more VicRoads funding spent in the area. ‘‘This includes actions such as vegetation maintenance and addressing road safety issues,’’ Cr McKenna said. The issue of sustainable finances is one the VLGA has been working on for some time, and it’s great to see VECCI's support and individual local governments articulating what the local impacts are for them. We hope to convince the State Government to undertake a strategic inquiry into these issues, where we will reinforce our view that financial sustainability is not about carving up the pie, but adding to it.

Successful Timor-Leste forum held last week
The VLGA’s Timor-Leste Advisory Group (TLAG) hosted a highly stimulating and interesting forum on Micro-Finance in Timor-Leste at the Brunswick Town Hall last Wednesday night. The guest speaker who came from Sydney especially for the forum was Guy Winship, CEO of Good Return, a not for profit organisation with backing from Westpac that promotes micro-finance to overseas nations including Timor-Leste. Small loans (often in the range of $200 to $400) are made by individuals via their credit cards or Paypal to an individual needing the loan to begin or expand a small enterprise. There are many opportunities for friendship groups and their supporters to be able to assist small enterprise through this organisation. The TLAG will continue dialogue with Good Return. Feedback regarding bottle shops and local government planning powers
A number of members have commented on last week’s eNews article concerning the State Government’s decision to give local governments a say over bottle shops which were previously exempt from the usual planning processes. As well as the VLGA welcoming the changes, health groups including the Australian Drug Foundation, Cancer Council Victoria, Heart Foundation, Turning Point Alcohol & Drug Centre, and of course VicHealth also warmly welcomed the changes. Some of the facts contained in their joint Media Release make for interesting reading, including:
Research shows that with every additional liquor shop, the rates of assault, domestic violence and chronic disease go up. This is particularly problematic because we know that most (75%) of the alcohol sold in Victoria comes from bottle shops or liquor barns, rather than pubs and clubs, and
The number of packaged liquor outlets in Victoria has more than doubled in the last two decades. Studies in Melbourne have shown that with a greater number of bottle shops, the surrounding community sees a rise in rates of street violence, domestic violence, and alcohol-related chronic disease.

VLGA President’s Message
Last week saw ‘wins’ on issues of concern to local governments and communities that the VLGA and other peak bodies have been calling for. The first was the State Government’s decision to give local governments a say over bottle shops which were previously exempt from the usual planning processes. This has been done via Amendment VC79 to change Clause 52.27 (Licensed Premises) in the Victoria Planning Provisions. A Practice Note is available to guide local governments to consider the cumulative impact of licensed premises.

A second ‘win’ was the unexpected VCAT decision to set aside the Victorian Commission for Gambling Regulation’s approval for a new pokies venue at Laurimar in the Whittlesea City Council area. In handing down its decision VCAT stated that, “In this case the negative social and economic disadvantages strongly outweigh the positive social and economic benefits of the proposal. In our opinion the social and economic impact of approval for the introduction of EGMs into the Laurimar community would have a significant detrimental effect on the wellbeing of a significant proportion of the local community”. The current Chair of the VLGA’s Local Government Working Group on Gambling (LGWGOG), Felicity Leahy, was involved with the campaign and hearing, and she notes that “this is a very significant decision and one which the Laurimar community have cause to be proud of. This is a great outcome for the Laurimar community and for all communities who wish to have a positive influence on their community”. A full copy of the VCAT decision can be found on our website.

VLGA Life Membership awarded to Tom Moloney
VLGA President, Cr Samantha Dunn, had great pleasure in awarding Life Membership to Tom Moloney – a founding member of the VLGA who has held continuous committee or board membership positions until earlier this year. To see a live copy of the presentation, view last Thursday’s Leading Edge Forum. Tom continues to be a member on several VLGA advisory groups. As a non-councillor, he has always brought to the VLGA a strong community perspective on our policy and advocacy work. For almost thirty years Tom has worked with residents on local community planning and human rights issues and groups. Since 1992 he has been the spokesperson of the Prahran Residents' Association. Tom also continues to actively pursue issues through community groups such as the Prahran Neighbourhood House (Committee of Management), Save Our Suburbs (local area representative), Stonnington Citizens for Reconciliation, as well as residents groups concerned with easing traffic through local streets. Tom is well known as an avid recreational cyclist, and he has also participated at competition level in Europe. He is also well known as a keen advocate for cycling, walking and other sustainable transport modes. On a personal level, Tom’s unflinching loyalty to the VLGA, along with his calm, supportive manner have endeared him to many of the VLGA’s friends for many years. Congratulations Tom!

Productivity Commission draft report into Caring for Older Australians
VLGA members have been in contact with us to see what our position is on the above draft report. We note the good work that the MAV has been doing in this area and endorse their submission which has been circulated throughout the sector. In particular we note the MAV’s observation that “Councils are currently the largest public sector provider of community care for elderly Victorians and people with a disability. Far from operating for profit, local government has voluntarily contributed 33 per cent or over $100 million a year to the overall cost of Commonwealth-State aged care programs delivered by councils.”
We also share Cr McArthur’s concern that “overlooking Victoria’s successful State-local government aged care partnership model could threaten service quality and care levels provided to elderly people”. For a full copy of MAV President Bill McArthur’s media release, go here.

Helping local governments build community resilience to climate-related challenges
During May and June, the VLGA, supported by mecu Ltd, is conducting a series of five rural and regional Liveable and Just Workshops, each hosted by a VLGA member local government. Sponsorship by mecu Ltd has kept the cost for the full-day workshop to $180 and numbers are limited.

Join us for an entertaining and practical event, and learn how our Liveable and Just Toolkit can help you build community resilience in the face of complex climate-related challenges. The toolkit responds to the social and equity impacts of climate change, addressing a range of vulnerabilities. These include not just the potential for more frequent natural disasters, but also a greater exposure to food insecurity, rising household energy and transport costs, and community health challenges.

Victorian local governments are great communicators
Victorian local governments dominated the Inaugural Government Communications Australia Communication Awards last week with the Best Communication Award going to Knox City Council for their ‘Get on Board public transport campaign’; Best Internal Communications Award to Whittlesea City Council for their ‘Find your balance campaign’; Best Marketing Award to Wodonga City Council for their ‘Revitalising the Bonegilla Migrant Experience campaign’; and the Best Tourism and Events Award to Corangamite Shire Council for their ‘Craters to Coast Discovery campaign’. Update on local governments preventing violence against women
In November 2010, the VLGA Board sent a communiqué to members informing them of the Board’s resolution about the roles of local governments in preventing violence against women and participation in the White Ribbon campaign. The communiqué encouraged members to commence or continue the good work in this area and expand local government initiatives where possible. Congratulations to Rural City of Ararat and Manningham City Council for already responding to this communiqué. Ararat will join the White Ribbon Campaign as a supporter. Manningham resolved to receive an annual report to Council outlining actions taken to date and an action plan for the ensuing 12 months. Both are great examples of how local governments are taking practical actions at the local level which send positive messages to community about preventing violence against women. There are more examples on the website of the Local government leaders preventing violence against women Project (funded by VicHealth and hosted at Darebin City Council). The website is user friendly, and relevant initiatives can be uploaded to the website library.

2nd National Affordable Housing Exchange

In 2010 the CHFA (Community Housing Federation of Australia) hosted the inaugural National Affordable Housing Exchange. VLGA President’s Message
Last week, Board member Dr Clare Mouat, our CEO Maree McPherson and I met with Planning Minister Matthew Guy. It was a wide-ranging and positive discussion and the VLGA advocated our view that a real partnership with local governments and their communities is what is needed to manage Victoria’s anticipated growth. We discussed at length some of the concerns of our growth area council members, the replacement of Development Assessment Committees, the Urban Growth Boundary, and the importance of consultation with local governments about future development sites. At the Minister’s request, the VLGA has agreed to do further work with our members on collating views about a range of land-use and strategic planning issues, and we sincerely look forward to our next conversation with him. We will also be following up with Minister Guy on the lack of State guidelines for coastal councils regarding coastal zones, at the request of members.

Advance notice – further member consultation on Essential Services Commission’s Performance Monitoring Framework
Members may recall that the VLGA was a co-signatory to a joint submission with the Rural City of Ararat and the Bayside, Frankston, Glen Eira, Hume, Kingston, Knox, Maribyrnong, Melbourne, Melton, Whittlesea, Wyndham and Yarra City Councils to the Essential Services Commission’s Local Government Performance Monitoring Framework. A copy of this submission can be found here. At our May Leading Edge Forum on Thursday 5 May, the ESC has requested that we consult members on whether the indicators arising from the pilot report are the best possible indicators, whether there are better ways to present the data, and how the ESC can improve their data gathering and reporting processes. We encourage you to pencil in this event in your diary so that we can provide meaningful feedback on any specific improvements to be incorporated prior to the first public services report, scheduled for February 2012.

Campaign to minimise harm for pokies’ problem gamblers
The VLGA’s Local Government Working Group on Gambling (LGWGOG) has resolved to support the introduction of measures that allow pokie gamblers to nominate how much they are prepared to lose, and maximum withdrawal limits from ATMs in gambling venues. We are therefore recommending a Getup petition and campaign supported by Andrew Wilkie MP, whose message to us is included, in part, as follows:
“Problem gamblers can easily lose more than $1,000 an hour on poker machines. It will take a committed effort to win this fight. Let's give it an enormous boost with a huge national petition to show my colleagues and the media that while Clubs Australia has the money, we have the people. The industry spends millions of dollars designing poker machines to be as addictive as possible – to give problem gamblers as little chance as possible to kick a habit that can destroy families. That's why we must give these families simple tools to help them make their own choices, including a system where gamblers pre-commit how much they want to spend on a given day (known as 'pre-commitment'). It will take a huge public movement to stop the powerful gambling lobby from getting its way. I hope you'll be part of it, and that you'll ask your friends and family to join too. NB: When you sign this petition, your email address and other contact details won't be shared with anyone“.

Call for Victorian Government to establish a whole-of-government taskforce to address housing affordability
Members would no doubt have seen the rush of newspaper and television coverage concerning housing affordability over the last few weeks. The Community Housing Federation of Victoria (CHFV), which is an active member of the VLGA’s Diverse and Affordable Housing Working Group, has released a report by Deloitte Access Economics entitled Increasing Affordable Housing Through the Victorian Community Housing Sector. This follows Planning Minister Matthew Guy’s announcement of a new Housing Affordability Unit within DPCD. The Deloitte Access Economics report marks an important step in CHFV’s work in supporting its members to expand and develop their support to low income and vulnerable Victorians in housing need. The report identifies three key areas that need to be addressed to achieve this growth outcome: government funding to support private investment; long-term policies for land release, regional development and supporting infrastructure development; and the implementation of a national regulatory framework to reduce cross-jurisdictional barriers for growth. Baw Baw to consult community on smoke-free policies in public areas
In past editions of this eNews, as well as a Leading Edge Forum late last year we’ve been providing members with updates on who is doing what in this policy area. Following the lead of Monash, Frankston, Surf Coast and Yarra City Council, Baw Baw Shire is now consulting its community about smoking in some public areas. If you are thinking of responding to this issue, there are valuable resources and a webcast of our Leading Edge Forum on our website which will help.

2nd National Affordable Housing Exchange

The CHFA National Affordable Housing Exchange aims to respond to the current policy and funding backdrop by providing delegates with an opportunity to network with housing professionals, gain new skills and directly meet potential partners and suppliers from industry, government, and the community sector.

The exchange consists primarily of three components:
1. A series of ‘master class’ style workshops on relevant areas of interest to increase participants’ knowledge and expertise in a particular area. In particular the Exchange will examine the impact on the sector post stimulus and what opportunities exist for leveraging private investment.
2. Plenary sessions featuring presentations by prominent members of the housing industry on relevant housing issues; and
3. An expo/marketplace featuring housing-related businesses, suppliers, and industry representatives working in the affordable housing space.
