VLGA President’s Message
Congratulations to all who rode last Wednesday in the VLGA-Metropolitan Transport Forum (MTF) Mayors on Bikes event, kindly hosted by the City of Maribyrnong.  There’s more news and pictures later in this edition.  Last Monday we reported that the Victorian Parliament had not yet passed the Local Government (Miscellaneous) Bill 2012.  Since then we have had advice from Minister Powell’s office that the Bill is likely to be held over to the first sitting week in October (9-11).  We expect the Minister to shortly announce the membership of the committee to oversee the development of the Ministerial guidelines on differential rates, which we understand will have representation from all parties.  This will be my final President’s Message in our eNews bulletin prior to the caretaker period for local governments ahead of the elections in October.  As I am a candidate for the Shire of Yarra Ranges, the VLGA’s Chief Executive Officer will be the spokesperson for the organisation from 26 September until after the election.  It has been a wonderful four-year term, and I look forward to seeing many of you in the next few weeks.  For those of you standing again, or for the first time, I wish everyone the best of luck through the busy and exciting period ahead of us.  For those of you who have decided not to nominate this time around, thank you sincerely for your service and commitment to the sector.  Member councillors, don’t forget to register to join us for our end of term ‘thank you’ networking dinner on 18 October.  There’s more information below in the VLGA Events section.  Cheers!

VLGA Tally Room

The VLGA will again this year be running our Local Government Elections Tally Room.  During the 2008 elections, we had people prepared to act as our contacts to provide us with information about what was happening ‘out on the ground’.  We are now calling for expressions of interest from members who wish to be our Tally Room contacts.  If you would like to be involved, please let us know by contacting our Director Policy, Toby Archer via email.

‘Mayors on Bikes’ 2012 a success!
Maribyrnong City Council and Mayor John Cumming hosted a successful ‘Mayors on Bikes’ ride last Wednesday, in conjunction with the VLGA and the MTF.  The event was attended by councillors and officers from various municipalities who toured bicycle-related facilities throughout the suburbs of Tottenham, West Footscray, Seddon and Yarraville.  There were opportunities to inspect both on and off road infrastructure installations established to respond to the increasing use of bicycles in the municipality.  The VLGA greatly appreciates the support and hospitality provided by Maribyrnong.

City of Melbourne & VLGA Community Engagement Symposium
On Friday, the City of Melbourne and the VLGA hosted the inaugural Community Engagement Symposium at the Melbourne Town Hall.  More than 80 people attended, representing community development practitioners, councillors and officers in several local government departments.  The Symposium was exclusively for local governments.  Keynote speaker was Kathy Jones, founder of newDemocracy, who then participated in a facilitated panel session with Nick Foa (General Manager Regional, Places Victoria) and Cr Sarah Carter (Maribyrnong City Council), which was facilitated by VLGA CEO Maree McPherson.  The day included sessions for reflection on community engagement values, and how the sector can support one another to continue to enhance practice.

2012 VLGA Essential Councillor Weekend – ‘Year one… here we go!’ – Torquay

Councillors should pencil in 23-24 November for the VLGA’s 2012 Essential Councillor Weekend to be held at The Wyndham Resort in Torquay.  The two days will feature a number of expert-led practical workshops and networking opportunities relevant to how councillors approach the first year of the new council term.  We have a number of local governments that are already reserving spaces for councillors, and the Program and Registration Form can be accessed via the VLGA website for more information.  To find out more contact Sarah Colgan, Member Resources Officer, via email or telephone (03) 9349 7983.

John Jago Good Governance Award 2012 – First-stage applications close Friday 19 October

The John Jago Good Governance Award is awarded annually to a VLGA member local government or community group (or groupings) whose governance and leadership practices have led to improved public participation in decision-making.  Applications for the 2012 Award are now invited.  There is a two-stage process and first-stage applications should be submitted to the VLGA by Friday 19 October.  Applications can be emailed or sent as hard copy.  Further information can be found on our website or by contacting Ron Exiner, Director Governance, on 9349 7999 or by email.

Maribyrnong City Council taking a stance on pokies

Maribyrnong City Council has introduced a new Local Planning Policy for Electronic Gaming Machines to protect areas of social and economic disadvantage.  Maribyrnong has Melbourne’s third-highest rate of losses per adult, with more than $56 million lost last year.  The new policy aims to discourage placing pokies venues on sites where there is a concentration of shops, community centres or public transport hubs.

Native Vegetation Review announced

The Department of Sustainability and Environment (DSE) has announced a review into the management of native vegetation.  The aim of the review is to ensure the permitted clearing regulations are contributing to achieving Victoria's biodiversity objectives efficiently and effectively.  Submissions are due on 19 October.

VLGA again working with Melbourne University’s Asia Institute
Last Thursday the VLGA conducted a session on Good Governance, Women’s Issues and Human Rights for members of a second Iranian delegation based at the Asia Institute at Melbourne University.  The delegation (pictured here with VLGA staff members) included a film director and author, lawyers and a community worker in HIV/AIDS education.  All had an interest in women’s issues, democracy and governance, and human rights.  This is the second time that the VLGA has been requested to conduct this workshop with an Iranian delegation. 

‘No Meanness’ launched in Castlemaine
Last week Cr Janet Cropley, Mayor of Mount Alexander Shire, launched the Castlemaine Secondary College’s ‘No Meanness’ campaign.  ‘No Meanness’ is a program created around anti-bullying.  From 2011, the College undertook a consultative process with staff and students to review and update its anti-bullying policy.  The concept of an anti-bullying campaign was developed through these discussions.  This year, VCAL students have developed the program further by designing ‘No Meanness’ signs to be erected in the community.  Other VLGA member local governments might be interested in the Castlemaine approach.  Congratulations Castlemaine Secondary College!  For more information contact Mount Alexander Shire’s Cr Bronwen Machin on 0438 867 183.

Don’t forget – End of term survey for councillors closes tonight
The VLGA end of term survey closes tonight.  Thanks to the large number of councillors who have already responded.  We would like to know how councillors have managed to balance their councillor role with paid work, family, and other responsibilities.  The survey will help us better understand the factors that influence councillors’ decisions about their service.  The survey should take less than 15 minutes to complete.  Participation will help the VLGA work for stronger local governments and better connected communities.  This will be your last opportunity to complete the survey.

VLGA President’s Message
In August, the VLGA wrote to Prime Minister Gillard, with copies to Treasurer Swan, Premier Baillieu, Minister Crean and Minister Powell, regarding member concerns about the funding shortfall to the Local Authorities Superannuation Fund Defined Benefits Plan managed by Vision Super.  We have sought the Prime Minister’s support to remove the 15% contributions tax that local governments will be required to pay on the shortfall; and for legislation that will return the scheme to an exempt public sector fund, thereby removing the requirement to ensure full funding.  This week we have stepped up our campaign by writing to all other Victorian Members of the House of Representatives.  We are encouraging them to meet with the local governments in their electorates to understand the impacts on the infrastructure and services provided to their local communities, and to support our call for new legislation.  If councillors have meetings scheduled with local members, you might like to raise this matter with them.  Today is Australian Citizenship Day.  First celebrated in 2011, today is an opportunity for all Australians to reflect on the values of equality and respect which underpin our society and the important role that every citizen plays in shaping the Australian nation.  I know this is an important day for many of our members and if you are hosting celebrations I wish you well.  Please don’t hesitate to email or give me a call on 0407 364 509 if there’s anything you wish to discuss.  Cheers.

Local government legislative amendments
The VLGA understands that the Victorian Parliament has not yet passed the Local Government (Miscellaneous) Bill 2012, with debate continuing in the Legislative Council.  The VLGA will be contacting the Minister for Local Government to ascertain when the Bill is likely to proceed.

‘End of term’ councillor survey
The VLGA is conducting a survey to assess how Victoria’s current councillors have experienced their term in office.  We would like to know how councillors have managed to balance their councillor role with paid work, family, and other responsibilities.  The survey will help us better understand the factors that influence councillors’ decisions about their service.  The survey will take less than 15 minutes to complete.  Participation will help the VLGA work for stronger local governments and better connected communities.  The ‘End of term’ councillor survey is now open.

‘Moving Melbourne’
The Committee for Melbourne released a discussion paper last week.  Moving Melbourne examines innovative funding and financing options that could be applied to fast-track infrastructure investment in Victoria.  Highlighting successful local and international projects, Moving Melbourne demonstrates how cities around the world have used alternative funding solutions to fast-track their transport priorities.  Members might also be interested in the Grattan Institute’s recent publication Tomorrow’s suburbs: Building flexible neighbourhoods and this related article of the same name in The Conversation by Jane-Frances Kelly and Peter Breadon.

$2.5 billion savings possible with energy efficient upgrades

Investing in energy efficiency provides real savings for both household budgets and for governments.  A new report from the One Million Homes Alliance has found the Victorian Government could save $2.5 billion by improving the average energy efficiency of the State’s housing stock to five stars.  The report, 2.5 billion reasons to invest in efficiency, shows that comprehensively retrofitting the homes of one million low-income Victorians would save significant funds in energy concessions expenditure over the next 20 years.  The VLGA has been a member of the One Million Homes Alliance since 2010, along with VLGA members Moreland Energy Foundation and the Consumer Utilities Advocacy Centre.  Other members of the alliance include Environment Victoria, the Alternative Technology Association and the Victorian Council of Social Service (VCOSS).

Community consultations on multicultural affairs
The Victorian Multicultural Commission is seeking participation in its 2012 State-wide community consultations on multicultural affairs.  These consultations provide an open forum for comment on Victorian Government department’s programs, services and policies as outlined in the report, Victorian Government Initiatives and Reporting on Multicultural Affairs 2010-11.  There will be twelve consultations held across the State between 19 September and 25 October.  Comments and suggestions to the consultation document are sought by 26 October 2012.

Congratulations to Monash on VicHealth funding

With MonashLink and the Victorian Health Promotion Foundation (VicHealth), Monash City Council has announced a successful tender for a ground-breaking $1 million preventing violence against women project over three years.  The project is the first of its kind in Australia in that it will be an integrated program across the community to promote respectful relationships and ultimately prevent violence against women.  The demonstration site is being trialled in the City of Monash in the hope of creating a transferable model to be used in other municipalities across Victoria.

Regional Arts Fund applications open
The Regional Arts Fund is the Australian Government’s program that supports sustainable cultural development in regional and remote Australia.  The Fund is managed in Victoria by Regional Arts Victoria.  Applications for Round 2 2012 are now open (for projects commencing after Jan 2013) and close on 1 October 2012.

VLGA President’s Message
Last Thursday night’s VLGA Leading Edge Forum featured high-quality presentations and stimulated lively debate amongst the audience about a crucial part of our sector – the rating system.  The forum explored the question of whether our current rating system is appropriate and sustainable.  Our speakers, who included Andrew Evans from the Victorian Auditor-General’s Office, Danny Wain from FinPro, Peter Hunt from the Victorian Farmers Federation, and keynote speaker John Comrie from Deloitte Access Economics, brought a diversity of views and expertise.  Danny, Peter and John participated in a facilitated Q&A session following the forum.  The VLGA will be commenting further on rates and sector reform more broadly throughout this year.  I congratulate Mayor of Marion in South Australia, Felicity-ann Lewis who was elected last week as the ALGA President, following the retirement of long-serving Mayor of North Sydney and ALGA President since November 2010, Genia McCaffery.  Well done Felicity-ann.  Today is an important day – it’s World Suicide Prevention Day.  I know that suicide prevention, especially amongst our young people, is an issue that focuses the minds of many councillors and community members across Victoria, and many of you are active in networks dedicated to prevention activities.  On Thursday it’s also R U OK?Day  – a national day dedicated to inspiring all people of all backgrounds to regularly ask each other ‘Are you ok?'.  By raising awareness about the importance of connection and providing resources throughout the year, the R U OK? Mayors on Bikes 2012

The City of Maribyrnong with the VLGA and the Metropolitan Transport Forum is hosting Mayors on Bikes in 2012.  Mayors on Bikes provides an informal networking and information sharing opportunity that is invaluable to any Mayor interested in transport and planning issues.  The event involves Mayors and other representatives from metropolitan local governments and State Government authorities joining together in a leisurely bike ride through the cycling highlights of Maribyrnong.  The ride, on Wednesday 19 September, will focus on some of the recent cycling upgrades as well as the challenges faced by Maribyrnong and other local governments.  Officers engaged in cycling issues are also encouraged to attend.  For further information and to RSVP to this event, please contact Gael Reid at Maribyrnong City Council, on 9688 0416 or via email by Monday 10 September.  Please advise of any special dietary requirements.

Financial Assistance Grants to be reviewed

Federal Local Government Minister Simon Crean recently announced a review of the Commonwealth Financial Assistance Grants (FAGS) for local government.  The review is focused on the equity and efficiency of grants distributed to local government.  While FAGS are a key component of local government revenue, the grants remain inadequate.  The VLGA believes the review should examine the indexation method and assess whether the grants are adequate.

More planning changes
The Victorian parliament is currently considering yet another package of amendments to the planning system.  The Planning and Environment Amendment (General) Bill 2012 proposes a number of changes including the abolition of Development Assessment Committees, changes to the permit application and referral process and changes to the planning scheme amendment process and the handling of VCAT permits.

The future of TAFE?
Today’s Age newspaper reports that the TAFE Reform Panel has asked local governments  to respond by this Wednesday to a range of questions about the future of education in Victoria, by providing feedback about their local communities.  The VLGA understands that many local governments have already passed resolutions condemning the funding cuts to the vocational education sector in Victoria, and we highlighted the NTEU and the AEU's TAFE4All campaign in last week’s eNews.

Does local government matter?
Following the local government elections in New South Wales on the weekend, we found this article about local government that puts forward the views of several commentators in that State.  It makes interesting reading.

National Food Plan Green Paper released
The Department of Agriculture, Fisheries and Forestry has released a National Food Plan Green Paper.  The aim of the National Food Plan is to foster a sustainable, globally competitive, resilient food supply that supports access to nutritious and affordable food. 

Funding package to tackle family violence
The Victorian Coalition Government has announced new measures to help protect and support women and children who have experienced family violence and sexual assault.  The package of $16 million over four years will provide expanded services to help the increasing numbers of victims who are reporting family violence incidents to police. 

Congratulations to Monash on VicHealth funding
With MonashLink and the Victorian Health Promotion Foundation (VicHealth), the Monash City Council has announced a successful tender for a ground-breaking $1 million preventing violence against women project over three years.  The project is the first of its kind in Australia in that it will be an integrated program across the community to promote respectful relationships and ultimately prevent violence against women.  It aims to embed and drive cultural change within the community through trial and education, potentially involving workplaces, schools, youth services, health services and community education programs.  The demonstration site is being trialled in the City of Monash in the hope of creating a transferable model to be used in other municipalities across Victoria.

Communicating and engaging with Multicultural Victoria
The Victorian Local Government Multicultural Issues Network (VLGMIN) in partnership with LGPro’s PR Network is organising a forum titled ‘Communicating and Engaging with Multicultural Victoria’.  The forum will be held on Thursday 18 October and will be hosted by the City of Hume at the Hume Global Learning Centre.  It aims to showcase best practice models for working with diverse communities and promoting access, equity and participation for all.  The organising group is encouraging relevant local government staff to attend, and for local governments to make a financial contribution of $600 or more, to enable the VLGMIN to cover forum costs and free attendance.  For further information and to pledge support, contact Sarah Jennings via email.

Low Income Energy Efficiency Program – Round Two information sessions

In preparation for Round Two of the Low Income Energy Efficiency Program (LIEEP), the Department of Climate Change and Energy Efficiency will be hosting a number of information sessions in capital cities during September 2012.  The two-hour sessions will address the LIEEP guidelines, EOI guidance, draft funding agreement, and tips on developing a data collection and analysis plan.  There will be additional time at the end of each information session to speak with program staff and network with other attendees. The sessions will focus on LIEEP only and will not provide information relating to the Community Energy Efficiency Program (CEEP) or the Energy Efficiency Information Grants Program (EEIGP). 

Redesigning local democracy
What is local democracy?  How can Councils operate differently to maximize local common good outcomes?  Can “voters” and “customers” become citizen “makers” and
“shapers” of their local communities?  These questions are tackled in a new user-friendly E-Guide for all those interested in making local democracy work better in the 21st century.  The Guide presents a democratic framework for developing and sustaining community wellbeing.  Redesigning Local Democracy by Jenny Wills with Kate Nash is a free 2012 E-publication from the Local Government Community Development & Services Association of Australia. 

Unstable weather means unstable food prices?
New research commissioned by Oxfam suggests that food prices in the future will fluctuate dramatically as the number of extreme weather events increases due to climate change. This year’s US drought has shown how vulnerable the world food system is to an extreme weather event in one important food producing region.  Previous research on the relationship between climate change and food prices has largely focussed on how average prices will rise over time as the climate gradually changes.  The relationship between extreme weather events, sudden price spikes, and food security has not really been previously explored.

VLGA President’s Message
Rates and revenue are always topical in the local government sector, particularly at this time of year as ratepayers receive their rates notices.  Recently the media has reported on concerns by farmers, and last week The Age considered the effect of the latest biennial property evaluation on rates notices. 

Developments regarding the funding of Victorian fire services have also heightened interest in rates notices.  As most people with an interest in local government will be aware, last week the Victorian Government announced a property-based fire services levy to be collected by local government.  The levy will commence in July 2013. 

Anticipating its introduction, in April this year the VLGA wrote to the Treasurer Kim Wells, opposing the collection of the levy by local governments and raising a number of important implementation issues.  While the legislation was not made available to local government and the public until late last week, it appears there are still some outstanding questions about the functioning of the levy.  The VLGA hopes to work with the State Government on the implementation of the levy in the coming weeks. 

Along with the recent Local Government Legislation Amendment (Miscellaneous) Act 2012, the introduction of the fire services levy represents the imposition of another function for local government without adequate consultation or review of the future sustainability of the sector.  In this context, the VLGA has dedicated our next Leading Edge Forum to examining a crucial part of our sector – the rating system.  The forum will explore the question of whether our current rating system is appropriate and sustainable.  Our speakers, who include a representative of the Victorian Farmers Federation, bring a diversity of views and we anticipate a lively and engaging debate.  Register online or phone (03) 9349 7999.

Fire Services Levy Bill

The Fire Services Property Levy Bill 2012 is currently before the Victorian Parliament.  The Department of Treasury and Finance has also provided some short fact sheets on the levy. Social media and authorisation of campaign material
The VLGA has become aware that the Local Government Compliance and Investigations Inspectorate has issued a councillor with a written warning relating to the authorisation of social media material.  Section 55(1) of the Local Government Act requires all electoral matter to contain the name and address of the person who authorised the electoral advertisement.  Social media is now a fundamental component of government and campaign communications strategies and many election candidates will utilise social media tools (including Facebook and Twitter) as part of their campaign.  All election candidates are advised to ensure social media accounts carry an authorisation message and to become familiar with the Candidate Handbook produced by the Victorian Electoral Commission.

State wide rooming house register proposed
The Victorian parliament is currently considering changes to the regulatory framework for rooming houses.  The Residential Tenancies and Other Consumer Acts Amendment Bill 2012 details some important changes to the way local governments regulate rooming houses, including the proposal to establish a State-wide register of rooming houses.  While Consumer Affairs Victoria will administer the register, local government will be responsible for recording information on the register about rooming houses and rooming house operators.  The purpose of the register is to assist with compliance with relevant regulatory requirements and enable evaluation of Victoria’s rooming house sector.  The Bill also amends the Public Health and Wellbeing Act registration processes for rooming houses to comply with the proposed requirements of the Residential Tenancies Act.  The VLGA is preparing a response to the Bill and we are keen to hear the views of members and particularly from those officers who will be responsible for implementing the new procedures.  Please contact our Director Policy, Toby Archer via email.

Plan to fix our housing crisis
Australians for Affordable Housing, the national coalition of welfare and housing organisations, has released a four-point plan to fix our housing crisis.  The plan is based on increasing the supply of affordable rental housing by at least 20,000 properties per year for the next five years, improving affordability through tax reform, increasing rent assistance payments to low income households and developing a national housing and infrastructure plan.

Census update on cultural diversity and spoken languages
As part of a partnership between the VLGA and the City of Greater Dandenong, updated Census 2011 data on birthplaces and spoken languages is now available for all Victorian municipalities.  This information can be accessed from the City of Greater Dandenong website.

Appeal to support TAFE
Access to quality post-school education is vital to local communities.  The National Tertiary Education Union and the Australian Education Union are campaigning to save TAFEs from $290 million in State Government cuts.  Local governments can become involved in supporting the TAFE sector by joining the TAFE4All campaign, forming a local Save Our TAFE group, contacting local State politicians, passing a motion calling for the cuts to be reversed and holding public forums.  For more information, contact Janet Bourke via email or phone on 0418 150 018.

VLGA submission to the VCEC Inquiry on problem gambling
After a number of meetings with representatives from the Victorian Competition and Efficiency Commission, the VLGA has submitted a response to the Inquiry into the Social and Economic Costs of Problem Gambling in Victoria Issues Paper.  The VLGA believes this inquiry presents an important opportunity for consistent data and research to be made available to local government and community organisations.  We would like to thank members of the Local Government Working Group On Gambling for their feedback and recommendations.  For more information about VLGA’s submission, contact Jieh-Yung Lo on 9349 7980 or via email.
