President’s Message
On Friday all VLGA member mayors and CEOs would have received your fifth members-only bulletin on the constitutional recognition of local government debate. We are pleased to have been bringing you these updates each Friday. I am very much looking forward to hearing from the ALGA this week about the commencement of the national campaign on the referendum and the roles the State peaks need to take in getting the ‘Vote Yes’ message out to the wider community. The need for community dialogue was made even more clear last week with the release of the Victorian Auditor-General’s report Organisational Sustainability of Small Councils. The report clearly demonstrates that in many cases revenue from rates is failing to meet growing service delivery costs. This brings home even more strongly my point from last week’s eNews – there is a very clear view within the Victorian Government that local governments need to cut costs and drive down expenditure. This is a populist view which might sit well with ratepayers. However we now have an even more compelling reason to test the accuracy and context for the figures used in Securing Victoria’s Economy regarding costs growth across the sector. At my meeting with the Presidents of LGPro and the MAV on Thursday, we agreed that we need to undertake further analysis to provide information to the Minister. Let’s also take into consideration the burden on local governments in Victoria in delivering State programs like HACC services, community safety, libraries, school crossing supervisors etc. – all cost-shifts that require us to increase our staffing and service levels often without appropriate funding. I look forward to seeing many of you at the National General Assembly in Canberra from today and discussing these issues in more depth. Barb Bennett is moving on….
Barb Bennett, the VLGA’s Administration Manager, and EA to the Board and CEO, has announced her retirement. Barb leaves us on 19 July 2013, and while we will all miss her terribly, we are thrilled that this new chapter in her life is commencing. Many VLGA members will know Barb as she has served the organisation for six years, and has seen many changes across that period. Barb and her husband will be relocating to their home on the Mornington Peninsula and are looking forward to their new lifestyle and more time with their extended family. There is plenty of time for members to say goodbye to Barb and to acknowledge her outstanding service to the Association and its members. Thanks Barb!
Advertising and promotion of gambling services in sport – Joint Select Committee Report
The Parliament of Australia’s Joint Select Committee on Gambling Reform released its final report on the advertising and promotion of gambling services in sport on 7 June. On 26 May, the Prime Minister proposed that TV and radio networks ban the promotion of live odds and restrict gambling advertisements during live sporting matches. The VLGA supports recommendations regarding prohibition of live odds during sports events and maintaining restrictions on online gambling, and in our submission we recommended that stronger advertising laws (as per tobacco products and smoking) are applied to gambling advertising including during live broadcasts. The VLGA also wrote submissions to television industry bodies in response to their proposals to amend their codes of practice. Conduct and Governance Reference Group established
Local Government Victoria has established a Conduct and Governance Reference Group to provide guidance during consultation with the sector on the current councillor conduct framework and other governance issues. The reference group consists of councillors (including mayors), council chief executive officers and peak body representatives including the VLGA. The consultation will seek to identify issues and improvements in how Codes of Conduct are used, Councillor Conduct Panel processes and whether to enhance the role of mayor to facilitate the orderly conduct of council business. Reminder - Victorian Indigenous Honour Roll applications close 28 June
Applications for the 2013 Victorian Indigenous Honour Roll are closing soon. The Honour Roll, which was established two years ago, currently recognises 35 exceptional Indigenous Victorians with their life stories presented in the Honour Roll book which is permanently on display in the Victorian Parliament. While we are congratulating VLGA members, we acknowledge that Kingston City Council won the 'Report of the Year Award for Public and Not for Profit Organisations' at the Australasian Reporting Awards held last week at Melbourne Town Hall. In addition, our congratulations also go out to seven Victorian local governments who earned Gold Awards for their reporting, namely Bayside, Boroondara, Glen Eira, Greater Geelong, Manningham, and Stonnington City Councils, and Yarra Ranges Shire Council. Well done!
What can local governments do about poverty?
While several local government CEOs including our own Maree McPherson, will be sleeping rough at Etihad Stadium on Thursday night as part of the Vinnie’s CEO Sleepout 2013, others of us will be turning our minds to other ways to help those in our communities living in poverty. There are a number of useful resources for local governments leading up to Anti-Poverty Week 2013 in October. With the latest release of the Household, Income and Labour Dynamics in Australia (HILDA) Survey Annual Statistical Report, members may be interested in this article from The Conversation on 12 June. ‘One in four children from single parent families live in poverty’ shows that… “in 2010, 24.1% of children in one-parent households lived in poverty, up from 20.8% in 2001.” Authors Fron Jackson-Webb and Michelle See-Tho discuss the benefits of Australia’s decade-long period of economic prosperity for families – except for single parents and their children.

Congratulations on Queen’s Birthday Honours
The VLGA congratulates all our members and friends who received recognition in the Queen's Birthday Honours. Congratulations to current councillors Cr Roz Blades of Dandenong and Cr Catherine Redwood of Hepburn, and former councillor Mrs Patricia Bulluss of Wangaratta on being made a Member of the Order of Australia (AM).
We also congratulate recipients of the Medal of the Order of Australia (OAM) – Cr Rodney Fyffe former Mayor and current councillor at Bendigo; Cr Dr Bob Fairclough at Wyndham, VLGA member and former Mayor of Nillumbik, Warwick St Clair Leeson and former local government councillors William Collett (Glenelg); David Jarman (Mornington Peninsula); Leo Johnson (Melton); Ronald Kitchingman (Manningham); Bryan Roberts (Brighton); Peter Smith (Sherbrooke, now Yarra Ranges); and William Wilkins (Maroondah).

Through recent media reports, and at the Minister’s Budget briefing, local governments are being told we need to cut costs and drive down expenditure on wages. Populist commentary such as that in last week’s newspapers will always touch a cord with ratepayers but the accuracy and context for the figures from the Securing Victoria’s Economy paper regarding employment and wages growth across the sector, needs further analysis. This will be one of the topics for discussion at our joint peaks meeting later this week, with the Presidents of LGPro, the MAV, and the VLGA getting together. Last Thursday night I was delighted to see a number of you at our special Reconciliation Week Leading Edge Forum, co-hosted with Reconciliation Victoria. We were treated to a wonderful evening with our keynote speaker Glenn Shea, and with panellists Daniel Ducrou from Yarra City Council, Todd Condie from the City of Port Phillip and Erin McKinnon from Reconciliation Victoria. The issue of the recent ‘casual racism’ was raised in the Q&A part of the forum. Participants heard a grim and real picture of what it is like to participate in society as an Indigenous Australian. As community leaders we all have an obligation to call racism when we see it if we truly want to make a positive change. I look forward to seeing many of you out and about and please don’t hesitate to be in touch on 0407 364 509 if I can be of assistance.

Supporting community learning in local government
New research from the Australian Centre of Excellence for Local Government (ACELG) at UTS explores how local governments can foster a culture of learning in their communities for positive long term outcomes. The report Learning as a Driver for Change looks specifically at how learning partnerships between councils, their communities and learning organisations can help improve social outcomes, build community capability and strengthen community governance. Such partnerships make social inclusion a priority and can support both formal and informal local learning opportunities. It includes case studies of Hume City and Gwydir Shire councils, and an accompanying Learning Communities Framework template for other councils interested in developing learning partnerships in their own communities. Darebin launches Aboriginal and multicultural women’s education centre
Last Monday the VLGA attended a special launch of women sharing culture organised by Darebin Council’s Intercultural Centre and Aboriginal women advocates. The event included songs by performer Jessie Lloyd and others, a special unveiling of a plaque for the Intercultural Centre commemorating the Eddie Koiki Mabo Statement, and several multicultural performers including Darebin’s Greek Choir – all followed by a delicious lunch and a happy cacophony of voices, not surprising given more than 100 people attended. Congratulations on a successful event which is sure to lead to growing connections and reconciliation.
Premier’s Sustainability Awards open
The Premier’s Sustainability Awards 2013 are now open for nominations. The awards celebrate efficient use of water, resources and energy; better waste management and recycling practices; the enhancement of the environment and effective, practical community action. They also recognise innovative sustainable design developed and delivered by Victorian businesses. Learn more and nominate by 15 July.
2013 Resilient Australia Awards
The Resilient Australia Awards are an Australian Government initiative sponsored by the Commonwealth Attorney-General's Department, in conjunction with States and Territories. They recognise innovative practices and achievements across the nation that are making our communities safer, stronger, more resilient and better prepared to manage any emergency situation. Learn more and nominate by 5 July.
New anti-hate stickers
If you see hate in your community, contact the Victorian Equal Opportunity and Human Rights Commission on 1300 292 153 for their new Anti-hate stickers and cover up the graffiti. You can also visit antihate.vic.gov.au for tips and stories about spraying out hate in your community.
Toolkit of strategies for women
The Australian Human Rights Commission recently launched a new online interactive toolkit, Women in male-dominated industries: A toolkit of strategies. The toolkit was developed with input from roundtables, interviews and global comparative research into the leading strategies for increasing female participation in male-dominated fields. It offers practical suggestions and examples of successful strategies regarding the recruitment, retention and skills development of women. Download the toolkit.

Information about Graffiti Prevention and Removal grants
The Graffiti Prevention and Removal Grants (Graffiti Grants) provide funding to develop and deliver local graffiti prevention and/or removal solutions. Eligibility is for Victorian local governments who partner with community stakeholders, which may include community, resident and sporting groups, schools, local police, small business and retailers and their associations. The Department of Justice is holding an information session for local governments and Victoria Police representatives about the principles, practices and issues to consider when developing and delivering the Graffiti Grants projects. The next round of the Graffiti Grants opened on 6 June. The information session is at 9.00am (registration opens 8.45am) to 12.30pm on Friday 14 June 2013, at the Conference & Training Centre (Level 27, 121 Exhibition Street, Melbourne). Visitors need a security pass to access the building, so registration is mandatory.

Sincere condolences to Jackie Fristacky
The Board and staff of the VLGA send our heartfelt condolences to Mayor Jackie Fristacky at Yarra City Council on the recent passing of her husband Brian Buckley. Our warmest thoughts are with you and your family Jackie.
President’s Message
Like it or loathe it, fundraising and donations are a part of politics at all levels of government in Australia. The regulation of political donations and the public funding of state and federal elections are supposed to ensure our political process is not corrupted. Last week these issues were at the forefront of public debate, with federal politicians considering and then rejecting changes to the way political donations are disclosed to the public and the level of public funding for federal elections. Here in Victoria, Minister for Planning Matthew Guy also called for new laws on political fundraising and a ban on donations by developers. Such a ban already exists in New South Wales and Queensland. Unsurprisingly, these issues have aroused considerable public comment and political intrigue. Local politics too has serious issues to consider about donations. During the 2012 local government elections, donations to candidates attracted significant debate and considerable media coverage in some instances. All candidates are required to disclose campaign contributions above $500 and disclosure statements must be published on each local government’s website. Interestingly, this analysis of donations finds that donations do not appear to be a major factor in the success of a candidate. Of the 250 candidates who received donations of $500 of more, 37 per cent were elected compared to a success rate of 31 per cent for all other candidates. How should we regulate political donations to local government candidates to ensure transparency and accountability? Debate over the federal legislation and Minister Guy's suggestion illustrates that this important question needs to be discussed at all levels. As part of our Strengthening Democracy: Improving local government elections project, we want to know how you think local government election donations should be regulated and more generally how we can improve local democracy. We will be releasing an issues paper later in June and we look forward to hearing from you then.
Following the recent expression of interest process to co-opt to the current VLGA Board vacancy, I am delighted to announce that Mr James Lamour-Reid and Mr Terry Larkins have both been co-opted to the Board. James and Terry bring extensive community, planning and local governance experience to our Board and we look forward to their first Board meeting later this month. Congratulations to you both!

National Food Plan – can we do more?
The National Food Plan white paper was released on 25 May. The VLGA is disappointed the Plan amounts to little more than a plan for growing the agriculture and food industries and exporting the Western diet to the exclusions of other considerations, in areas such as environmental sustainability, social equity or public health. Those who are concerned about Australians who suffer food insecurity are now asking can we do more to ensure that Australia is a place where the basic human right to food is guaranteed.
Anyone can run a town
In the heat of the moment, it is not uncommon for community members to say that they could do a better job than councillors and local government officers in managing the complex issues that local government deals with. Now using Australian Bureau of Statistics data, anybody can face these challenges with a new iPhone strategy game developed for the ABS called Run that town.
VLGA Member, Mitchell Shire celebrates National Reconciliation Week
Congratulations to the communities of Mitchell Shire where a special National Reconciliation Week event was held on Monday last week. The Seymour Local Indigenous Network (LIN) presented Council with the Aboriginal and the Torres Strait Island flags, and a framed manuscript of the 2008 Apology speech to the Nation to be displayed in the council chamber. The presentation included Auntie Alice Solomon of the Yorta Yorta Nation reading a poem by Hyllus Maris. Mayor Cr Bill Melbourne accepted the gifts and then invited the LIN to join Council as it develops a policy paper to establish Council’s position with Aboriginal and Torres Strait Islander people and designs an Aboriginal garden outside Seymour Library as a symbol of respect to the traditional custodians of the land. Formalities ended with a smoking ceremony performed by Uncle Larry Walsh. This special event will support the Shire to continue its journey of reconciliation.
‘My Darebin’ promotional DVD released
VLGA member Darebin City Council recently released a promotional DVD which beautifully captures the spirit and offerings of the city. Featuring arts and recreation, multiculturalism and education, cafes and socialising, transport and architecture and more, this is a great three-minute snapshot of a diverse and exciting Council area. Well done to all involved in its production. Watch the video online
LG Pro Customer Service Award
Nominations are open for the 2013 LGPro Customer Service Award which recognises a team or individual initiative that has improved customer service within a Council. Nominations for the 2013 Award close on Monday 17 June. Visit the website for more information and to nominate.
Victorian Heart Maps
The Heart Foundation has produced an online map of hospital admissions for heart attack, unstable angina and heart failure by local government area. The Victorian Heart Maps show admissions for these conditions from 2007-08 to 2011-12. The maps use data from the Victorian Department of Health and show that people living in rural and regional Victoria tend to have higher rates of hospitalisation than people in metropolitan Melbourne. The maps also show a clear association between hospitalisation and risk factors for heart disease and strong association between hospitalisation and social disadvantage.
