VLGA President’s Message
I am pleased to be introducing this week’s VLGA eNews as the new President of the Board. I am delighted to have a mix of continuity with the return of five previous Board members, and new energy and ideas with the election of four new members. The new Board contains strong skills in local governance, community involvement, academia and policy development, along with media and legal experience. Between us, we share many years of involvement in local government and a perspective from a range of different communities. The VLGA’s members have elected an enthusiastic and committed group of people. The new Board also brings diversity with four of the nine being women; and a good mix of age groups amongst councillors and community representatives. There’s a great future ahead for the VLGA and its members. The new Board is well positioned to continue the strong leadership demonstrated by the previous Board and in particular former President Cr Heinz Kreutz. March LEF – Affordable Housing and Local Government: What is our role?
Thursday 3 March, 6-9pm
VLGA Rear Meeting Rooms, 60 Leicester St, Carlton
This event will feature a number of speakers from local government and other organisations working in the affordable housing and public housing fields, and will provide you with a strong understanding of local government’s responsibilities and interests in ensuring adequate affordable housing exists, as well as ways to influence this.

New Councillor Induction Session
The VLGA is offering an induction session for new councillors. The primary focus is on councillors who have been or will be elected to the vacancies created by former councillors being elected to State parliament last November, however all councillors elected since the last local government election are welcome.
The session will be held on Saturday 26 March, from 9.30am to 2.00pm at the VLGA offices, 60 Leicester St, Carlton. Topics to be covered include:
* The many roles of a councillor
* Principles of good governance
* Councillor-staff and other relationships and team building
* Being the new person in an established group
* Decision-making in local government
* Relevant legislation; e.g. conflict of interest and 'Winky Pop', etc.

eBulletin from the VLGA’s CEO Maree McPherson
Given we are currently in the caretaker period for the VLGA Board Elections this eBulletin will come from me. I trust that you all had some down-time with family and friends over the holiday period and are raring to go. It’s hard to believe a whole month has already passed this year, and we’re all hitting the ground running! More and more councils and community organisations are starting their briefing sessions earlier than in past years, which is surely a reflection of our huge workloads.
VLGA’s Governance Patron awarded in Australia Day Honours
All of us at the VLGA send our sincere congratulations to Hayden Raysmith AM, who was honoured in the Australia Day Honours with a Member of the Order of Australia, for service to the community through leadership roles in philanthropic, social policy and not-for-profit organisations. Hayden was appointed Governance Patron of the VLGA in October 2006. Hayden has a long list of achievements to his credit in the government, academic and community sectors, including vital strategic and executive services to the VLGA between 1996 and 1999.
Good on you Hayden! It’s an honour for us to have our Governance Patron recognised in this way.

Essential Mayors’ Weekend & New Minister
We held a very successful Essential Mayors' Weekend in Torquay just over a week ago and I would like to thank our staff for their efforts to make this one of our most memorable events. The goodwill and camaraderie that exists in our sector is inspiring. The growing awareness of our individual challenges in the city and country, along with our shared issues was evident in discussions held over the weekend about the challenges facing communities in Queensland and Victoria. Member councils have asked us to do what we can to support our local governments, and the new Board will be saying more about this in the coming weeks. We were delighted to hear from the new Minister for Local Government, The Hon Jeanette Powell, who spoke on a range of issues of importance including flood recovery, funding and the infrastructure gap, and conflict of interest amongst others.

Federal Government Inquiry into Pre-Commitment for Pokies
The VLGA’s Local Government Working Group on Gambling (LGWGOG) did a joint submission supporting mandatory pre-commitment with the InterChurch Gambling Taskforce, and the submission can be viewed here. As inquiry hearings were being held in Melbourne last week, the Federal Government released legal advice supporting its power to act, and to work with the states and territories and industry to introduce key reforms which address the harm from problem gambling, including a full pre-commitment scheme for poker machines. Their legal advice can be found here. This year is likely to be a big one for gambling reforms at the state and federal levels, and the VLGA will be closely involved in these reforms, including discussions with the new Minister Michael O’Brien. Our LGWGOG meetings are held every two months and the next meeting is Wednesday 16 February at 9am at the VLGA. For further information contact Darren Ray via email or phone (03) 9349 7902.
Growing Food Locally – Supporting Residents to Grow and Harvest Food
Many local governments are now implementing their Municipal Public Health Plans or Health and Wellbeing Plans, including policies and strategies to improve people’s access to healthy food or addressing food security as a key priority. Encouraging and supporting local residents to grow their own fruit and vegetables can produce many benefits beyond increasing their access to healthy affordable food. Many local governments are also increasing the locations and opportunities to grow food locally, which is a great way for them to be proactive. Making land available to build gardens in popular community hubs such as community houses, kindergartens and council-owned community open spaces can be considered. Land audits, edible streetscapes, supporting opportunities for community members to learn about gardening, and supporting food swaps are all opportunities for action. Funded and produced by VicHealth, this week’s latest Food for All micro-movie, with a running time of less than 4 minutes, outlines why this is an important way for local governments to help address local food security issues. 2011 Premier’s Sustainability Awards
Now in its ninth year, the Premier’s Sustainability Awards is Victoria’s most prestigious environmental awards ceremony. The Awards provide your organisation with an excellent opportunity to receive public recognition for leadership. Local governments and community organisations can apply to have their work rewarded. There is also a Premier’s Recognition Award – which is presented to an organisation that has shown particular determination in overcoming difficult obstacles, showcasing exemplary leadership and innovation in sustainability. This award is chosen by the Premier to be the stand-out winner from the eight categories. Download your entry kit today. Sustainability Victoria will also hold Information Sessions on 17 February and 14 March, with further details available here. Be quick – submissions close on 1 April 2011.

Are you a volunteer or do you work with an organisation that involves volunteers in its management, operations or service delivery? The Victorian Equal Opportunity and Human Rights Commission (VEOHRC) is developing resources to help volunteers, and organisations that work with volunteers, to understand their rights and obligations under Victorian Equal Opportunity law and the Charter of Human Rights and Responsibilities. To make sure we understand the issues facing volunteers and organisations, VEOHRC is asking people involved with volunteering to complete their Volunteer Survey. The survey will only take a few minutes to complete but your input will help VEOHRC build a clear picture of the issues affecting volunteers and organisations, and what you need from them. Some truth about energy prices
With support for a federal carbon tax growing, including from the State Government, some are observing that the information campaigns are similar to those that were run over 40 years ago to reflect the true public health costs of cigarette smoking on our economy. We’ve come across a very informative 5-minute video put together by the Australian Conservation Foundation spelling out the truth about increases in energy prices, in an attempt to dispel myths about the impact of renewable energy and climate policies. The Moreland Energy Foundation Ltd (MEFL) has also put together some information about Victorian electricity prices which can be found on their blog.

Offer of help to flood-affected local governments
Last week we wrote to mayors and CEOs in all flood-affected areas in Victoria – you can see the letter here. We have expressed concern and support on behalf of all VLGA members for those among us who are dealing with the crisis of this on-going flood event, or series of events, in many parts of Victoria. The longer term recovery will present further challenges and a significant cost burden. The VLGA will take every opportunity to advocate with State and Federal ministers for specific funding for affected councils, many of which are already among the most resource-constrained when it comes to meeting the infrastructure renewal needs of their communities. A number of flood-affected local governments have set up their own direct volunteer registers, and you can find a list of them here.
What to do when you meet people deeply affected by disasters?
Many members have spoken to me in the past as to what ‘tips’ might be available when speaking with people who have either been directly impacted by, or others deeply moved by their experiences of natural and other disasters. We’ve come across a brief and very helpful tool developed by the National Association of Loss and Grief NSW Branch called Psychological First Aid which can be found here.

Last Friday we wrote to all members on the VLGA Voters’ Roll, which closed on 22 December 2010, advising them that they are eligible to vote and stand for election at the upcoming VLGA Board Elections. Nominations opened last Friday at 9am and will close this coming Friday 28 January at 5pm. You can download the Nomination Form here. To ensure that VLGA staff are not placed in an awkward position our CEO has issued advice that it would be best for staff not to sign nomination forms. This week's mini-movie addresses the need to provide new arrivals and refugees with training and information on eating healthily, shopping, and food safety in our local communities. Brimbank City Council has led the way with a part of their food security response being a Welcome Kit, which is one strategy local governments can use to improve access to healthy and affordable food. Change our future with a Graduate Diploma in Applied Human Rights
As many members will know, the VLGA has been partnering with the Australian Centre for Human Rights Education (ACHRE) at RMIT to develop our Human Rights resources for local governments. ACHRE have now launched a new Graduate Diploma and Graduate Certificate in Applied Human Rights which explores what it means to build a culture and practice of human rights, and how to apply a human rights framework in your professional life. They will assist you to develop and test tools and approaches and understand the steps necessary to bring about changes in practice, behaviours and structures. You will integrate learning directly into the work you are doing, or gain the skills to enter into work in the human rights field. See more ACHRE course and program information.
Western region local governments prevent violence against women
Local governments across the western region, together with Women’s Health West and other community health organisations, have launched a new plan to prevent violence against women in the region. Preventing Violence Together: The Western Region Action Plan to Prevent Violence Against Women calls on local governments and community health services across the western region to undertake actions that will contribute to changing the underlying conditions that cause violence against women in the first place. Joan Kirner AM launched the action plan on 2 December 2010 at a breakfast attended by high-level guests from across the region, including mayors, councillors and members of parliament. VCAT Planning and Environment Appeals January Workshop

Planning Institute Australia – Unlocking the Potential

A seminar to study the digital methods and online tools to streamline planning and get activity centre development happening. In recent years there has been a shift in policy development and delivery toward more compact urban living in response to growing environmental, infrastructure and population constraints. We are now in the fortuitous position to realise the potential of these centres and build high-quality places. This seminar will highlight new digital tools that aim to facilitate the planning process during several key phases. It is expected that new tools such as these, coupled with a renewed focus on realising Activity Centre development will lead to stakeholders acting upon the policy and frameworks which have already been established. This 2-hour workshop, presented by an Environmental Defender’s Office lawyer, gives members of the community practical and legally-focused information about VCAT proceedings and hearings with plenty of opportunity and encouragement for questions and participation. A seminar to study the digital methods and online tools to streamline planning and get activity centre development happening. In recent years there has been a shift in policy development and delivery toward more compact urban living in response to growing environmental, infrastructure and population constraints. We are now in the fortuitous position to realise the potential of these centres and build high-quality places. This seminar will highlight new digital tools that aim to facilitate the planning process during several key phases. It is expected that new tools such as these, coupled with a renewed focus on realising Activity Centre development will lead to stakeholders acting upon the policy and frameworks which have already been established. Floods, fires and the critical place of local governments
Welcome to 2011! I trust you had a safe and relaxing break with your family and friends. Already, major emergency management challenges have emerged for local governments across Australia. Fires in Western Australia and floods all along the eastern seaboard and inland are affecting everyday people in small communities and major cities. Make sure you stay safe on the roads as flooding in many Victorian areas will affect many of you. Details of road closures near you can be found here. Of course our thoughts particularly go to our colleagues, families and friends in affected areas and in Queensland. As we watch television coverage day after day of the disaster, we are reminded of the kindness and care shown by the rest of the nation to us as Victorians during Black Saturday and its aftermath.
Local government can ‘cop a beating’ in the press during what is usually a ‘lazy’ media period – even recently we saw a misleading report about CEO salaries and benefits for mayors. However it is in times like this that we see the role of mayors, councillors and local government staff in action. Despite the fact that many are directly affected themselves, our colleagues are leading, informing, and working alongside local people. It is heartening to see national and local media making helpful comments about the role of local government and indicating how helpful councils have been to communities. It will be local government that will have the responsibility for managing and rebuilding infrastructure, assisting affected people re-establish their lives, and advocating to the State and Federal Governments for resources to build community resilience in the future. Our experiences in Victoria tell us that this will be a long process. The VLGA has long argued that more focus and funding needs to flow directly to local governments and local communities to help ensure resilience, and we will continue to argue the case. If you have not done so already, please circulate details of the Queensland Flood Appeal to your colleagues, friends and family.

Speaking of elections, members may be interested to know that a number of count-backs occurred over the break with the following results: former Kingston Councillor Donna Bauer has been replaced by Cr Daniel Maloney, former Moonee Valley Councillor Rose Iser has been replaced by Cr Miriam Gillis, former Yarra City Mayor Jane Garrett has been replaced by Cr Anthony Main, former Manningham Deputy Mayor Fred Chuah has been replaced by Cr Jennifer Yang, and former Casey Mayor Lorraine Wreford has been replaced by Cr Bob Halsall.
Members may also be interested to know that by-elections will be held on 5 March at Banyule, by an attendance poll to replace former Cr Anthony Carbines, and at Greater Geelong, by a postal vote to replace former Cr Andrew Katos. March will also see a by-election at Cardinia, by a postal poll to replace Cr Bill Pearson who will remain as a councillor until the by-election.
Support for women’s candidacy in by-elections
The Chair of our Women’s Advisory Group, Cr Coral Ross, has drawn our attention to an opportunity due to by-elections following the recent State election results: Support more women for local governments – think of a woman who would make a good councillor and suggest she stand as a candidate.
In February we will provide an update about the start-up for our new State Government-funded project to support more women candidates in the lead-up to the 2012 Local Government elections. If any woman would like information about candidacy, there are some great resources available on the Women’s Participation in Local Government Coalition webpage, including A Gender Agenda. If you use these resources, make sure you confirm the latest electoral regulations with the VEC. Pre-commitment on pokies
The VLGA’s Local Government Working Group on Gambling (LGWGOG) will be joining with the Interchurch Gambling Taskforce to make a submission to the Senate on the need for pre-commitment to apply to all pokies. This reinforces our previous submission to the State Government. Typically, pre-commitment systems involve a facility on pokies that allows players to pre-set limits on their expenditure or playing time. These limits can be non-binding or binding. A full pre-commitment system would allow binding limits to be set by the player which the player cannot increase. Although default limits for 'safe' modes of play that apply to all players can be set, full pre-commitment technologies require player identification in order to be binding. The Productivity Commissions' Report into Gambling concluded that pre-commitment 'is a strong, practicable and ultimately cost-effective option for harm minimisation'. It recommended a phased implementation of full pre-commitment systems on all machines in all jurisdictions by 2016.
