VLGA President’s Message
There has been more media focus on local government in the past week, with Elizabeth Proust’s call for the number of metropolitan councils in Melbourne to be reduced to one. We were contacted by Melbourne media for our thoughts, and you might have seen the article in The Age on Wednesday. There have been a range of commentators who have called for a reduced number of local governments in metropolitan Melbourne. This idea gets ‘wind in its sails’ every so often. For us, it’s not quite so straightforward. Re-organising doesn’t necessarily address the issues of resourcing, quality service provision, quality representation and so on. Around Australia, and indeed internationally there are different models, and reducing the number of local governments isn’t, in our view, the best option. A serious study of capacity and financial sustainability across local governments would be a more instructive way of looking at the issues around value for money, infrastructure maintenance, and meeting service demands more efficiently. We encourage a closer examination of more co-operative models such as the Greater Vancouver model in Canada, which covers 21 municipalities and more than 2 million people through a voluntary partnership that has existed since 1967. In fact this is one of the models being looked at in the metropolitan review of Perth in Western Australia currently. In the VLGA’s view, long term strategic planning is best achieved by local governments being highly engaged with their communities, and through good co-operation between the State Government and local authorities especially for projects that transcend local government boundaries. The experience of local government amalgamations has taught us that reducing the number of local governments doesn’t necessarily save money. There is no need for expensive and disruptive merger processes in order to achieve better economies of scale. There are other ways in which local governments have been able to demonstrate reduction of cost duplication very effectively, such as the Community Chef model for meals on wheels services for a group of neighbouring metropolitan local governments. Moneyless pokies ban a win for community
Last week, the VLGA welcomed the move by the Victorian Government to ban moneyless Electronic Gaming Machines (EGMs) in Victoria over the next decade, as announced by the Minister for Gaming Michael O’Brien on 15 March. See our media release with more details.

More on the Charter of Human Rights
Last week, we featured our media release welcoming the Victorian Government’s announcement that they will retain the Charter of Human Rights and Responsibilities and its commitment to protecting the rights of all Victorians. A number of our members have expressed interest in seeing case studies and stories about the Charter and its impact, and this article from last Monday’s Geelong Advertiser might be useful.

Good planning plus affordable housing equals a liveable city
In an article in The Age on 16 March, Carolyn Whitzman and Billie Giles-Corti from the University of Melbourne argued the importance of affordable housing to the overall liveability of Melbourne. With Melbourne’s population continuing to climb, local governments increasingly have to review and improve their strategies for sustainably managing growth and urban change. The VLGA has long been committed to raising the profile of housing affordability in the local government sector and is focusing on the need for a connected approach across the community. Through our Resilient Neighbourhoods project, we will work with local and State governments, not-for-profit organisations, research institutions and the private sector to improve issues such as affordable housing through integrated and sustainable planning for urban growth and change. Successful ‘Think women’ forums in Loddon Mallee Region
Last Wednesday and Thursday around 20 women interested in local government, from as far afield as Mount Alexander, Greater Bendigo, Macedon Ranges, Swan Hill and Gannawarra, attended the Think women for local government forums at Castlemaine, Kerang and Cohuna. Guest speakers included Mount Alexander councillors Bronwyn Machin and Christine Henderson; former young councillor of Greater Bendigo Trudi McLure, Loddon Cr Christine Brooke, Cr Yvonne Jennings of Swan Hill and Cr Ellen White of Buloke. Of special note was the strong support offered by the hosting mayors, Mount Alexander Mayor Janet Cropley and Gannawarra Mayor Max Fehring. The VLGA thanks the Shires of Mount Alexander and Gannawarra for hosting these events and women councillors for offering their valuable insights to potential candidates.

Enough talk – 2012 is the year to Make it Real!
VLGA members may be aware of the Every Australian Counts campaign and the NDIS Make it Real rallies planned for capital cities around Australia on Monday 30 April. In Melbourne, the event will be held at Federation Square from 12 noon. The rallies are being held to send a clear message to political leaders and the broader community that the time has come for the National Disability Insurance Scheme (NDIS). The campaign team needs volunteers in the lead up to the event and on the day to help with various tasks. Save the date! Victorian Youth Conference ‘Connect For: Improved Outcomes for Victoria’s Vulnerable Young People’, 25 & 26 June in Melbourne
A two-day collaborative conference that brings together State and local government and the community sector is being held in Melbourne in June. The conference is a response to children and young people experiencing barriers to accessing opportunities to learning and development. It is designed for those working in education, youth support, health, housing, justice services, and police. Parks Victoria, the Gunditj Mirring Traditional Owners and the department of Sustainability and Environment are developing the South West Management Plan. ‘Ngootyoong Gunditj, Ngootyoong Mara’ translated means ‘Healthy Country, Healthy People’. The Parks Victoria website now has a dedicated section for the plan and we encourage you to take a look. Towards a Waste Account, Australia – Drivers and Approaches
The Australian Bureau of Statistics (ABS) has just released a discussion paper Towards a Waste Account, Australia – Drivers and Approaches. There is considerable interest in the development and implementation of environmental accounts in Australia and internationally. Despite this interest, there is a lack of knowledge and understanding of what environmental accounts actually mean and their potential for supporting environmental, social and economic policy. The discussion paper seeks advice on how output from a Waste Account could be used to answer key policy questions and assistance in identifying and accessing appropriate information sources. 2nd National Sustainable Food Summit

This summit is a must-attend event for practitioners with an interest in how Australia's food system will transform to meet the challenge of feeding more people with less over the next century. The inaugural Summit held in April 2011, and attended by over 340 participants from diverse sectors and backgrounds, generated extraordinary consensus for the need to collaborate and continue the conversations necessary to generate change. 2012 may be pivotal for Australian food policy with the National Food Plan due for release. It is also appropriately the Australian Year of the Farmer and United Nations International Year of the Cooperative. The 2nd Annual National Sustainable Food Summit begins in Sydney on 3 April. A series of pre-conference workshops on 2 April 2012 have also been designed to bring people up to speed on the current issues and discussion from the 2011 summit. People and the Planet Conference

VLGA President’s Message
Readers may have noticed the ‘debate’ in the Sunday Herald Sun of 5 March about local government. Liam Houlihan, the Sunday Herald Sun’s Chief of Staff advocated abolishing local government
altogether, while John Roskam from the Institute of Public Affairs proposed that local governments be broken up into smaller units in order to be closer to the community. The VLGA received a number of approaches requesting that the peak bodies respond. We have produced an opinion piece which we sought to have published by the Sunday Herald Sun and will submit to other relevant media outlets. While the VLGA encourages debate about good governance, community responsiveness and efficient service delivery, we are deeply concerned about the shallow and superficial offerings published in the Sunday Herald Sun. The VLGA is always keen to promote the sector and refute unwarranted criticism. I would certainly welcome your views on this. Have a wonderful Harmony Day this week. Many VLGA member local governments will be celebrating Harmony Day with this year’s theme of ‘Sport - play, engage, inspire’ which recognises the important role and positive influence that sport has in our multicultural nation, and how sport can unite people of all ages and fosters a sense of acceptance and understanding of other cultures. VLGA welcomes organic and other waste funding for regions

On Thursday the VLGA welc
omed the announcement by Environment and Climate Change Minister, Ryan Smith, of Victorian Government funding to assist reduction of food waste and organics ending up in landfills across the State through a $5.5 million package to be administered through Sustainability Victoria. The VLGA has encouraged the State Government to assist local governments to reduce organics in landfill. Aside from public lighting, emissions from landfill can be one of the greatest environmental issues for local governments. We are keen to hear more from the Minister about how metropolitan local governments can reduce organic waste in landfill and whether there will be a further announcement of funds to support them. Constitutional Recognition of Local Government

GA members have asked us about the status of the campaign for constitutional recognition of local government. The VLGA understands that the Federal Minister for Local Government Simon Crean is placing considerable weight on the outcome of a case currently before the High Court, Commonwealth v Williams and Others, stating it may have a substantial impact on how the issue of constitutional recognition of local government goes forward. Property Council of Australia’s National Planning Report Card released

VLGA members will be interested to learn that the Property Council of Australia’s 2012 National Planning Report Card was released last Thursday. The report states that while Victoria has had positive reforms such as the State Planning Policy Framework and the Victoria Planning Permit Activity Reporting System, a further focus is needed to provide more resources to VCAT and clearer direction in determining where high density development is located and how it is assessed. See the full recommendations for Victoria. In the VLGA’s submission to the Victorian Government’s review of the overall planning system we said that while the planning system is not fundamentally broken, significant reforms are required if it is to become more efficient and effective. Our submission argued the importance of ongoing community engagement, the integration of strategic land use planning with transport planning, adequate resourcing for local governments, especially small rural shires to manage planning schemes and a more comprehensive and congruent approach to strategic planning. We look forward to further discussions with the Minister for Planning about Victoria’s planning system.


What should we do about climate change?

Members may recall that last November, the VLGA jointly hosted the inaugural Urban Climate Justice Roundtable with Griffith, Curtin, Macquarie, Monash and RMIT Universities at Storey Hall in Melbourne. The aim of the roundtable was to bring together a caucus of diverse members of our community to identify and advance climate justice imperatives and opportunities within the Australian city context. In last week’s edition of The Conversation, David Schlosberg, Professor of Government and International Relations at the University of Sydney says, “we can’t prevent climate change so what should we do?” In the article, Prof Schlosberg discusses the governance complexities of climate change and how to ‘distribute the burden’ in a socially just manner.


Public consultations on developing a national anti-racism strategy

The Australian Human Rights Commission and its partner agencies are holding public consultations around Australia over the next few months as part of developing the National Anti-Racism Strategy. The aim of the Strategy is to promote a clear understanding in the Australian community of what racism is and how it can be prevented and reduced. The Australian Government committed to developing a National Anti-Racism Strategy as part of Australia’s multicultural policy, The People of Australia. It is anticipated that the Strategy will be launched in July 2012 and implemented between 2012 and 2015. The Commission will be holding its Melbourne consultation on Friday 30 March, 10am-12pm in the Temlee Room, The Meadows, 80 Northcorp Blvd, Broadmeadows. United Nations Association of Australia (Vic) – Business and Human Rights workshops
Embedding respect for human rights into business practices is critical for risk management and the achievement of corporate sustainability objectives. In the face of legal, operational, commercial and reputational risks, business leaders are taking proactive steps to implement human rights policies, risk assessment and management strategies in core business and throughout supply chains. This workshop series will provide participants with an understanding of the essential strategies and tools needed to develop and implement a corporate human rights policy and establish a human rights due diligence process in their own organisation. The workshops are designed for business, government, investor and NGO professionals responsible or accountable for corporate governance, CSR and human rights, as well as those working in corporate strategy/affairs, human resources, supply chain management, sustainability/environment, ethical investment, legal, compliance and risk management, and community engagement.

This summit is a must-attend event for practitioners with an interest in how Australia's food system will transform to meet the challenge of feeding more people with less over the next century. The inaugural Summit held in April 2011, and attended by over 340 participants from diverse sectors and backgrounds, generated extraordinary consensus for the need to collaborate and continue the conversations necessary to generate change. 2012 may be pivotal for Australian food policy with the National Food Plan due for release. It is also appropriately the Australian Year of the Farmer and United Nations International Year of the Cooperative. The 2nd Annual National Sustainable Food Summit begins in Sydney on 3 April. A series of pre-conference workshops on 2 April 2012 have also been designed to bring people up to speed on the current issues and discussion from the 2011 summit. The VLGA congratulates all 24 women inducted to the 2012 Honour Roll – their achievements are worth reading about and you can find out more about these fabulous women here. Human Rights Charter review response due
The VLGA notes that the Victorian Government is due in the next few days to make its decision on the future of the Victorian Charter of Human Rights, in response to the State Parliament’s Scrutiny of Acts and Regulations Committee (SARC) review of the Charter of Human Rights and Responsibilities Act 2006. In July last year, the VLGA presented evidence to the SARC review, and provided a written submission. In December we wrote to Premier Baillieu regarding the review of the Charter incorporating the comments of a number of our member local governments who had also responded to the review.

Ombudsman to monitor local governments
VLGA members will be interested to learn that the Victorian Government will, before the government's introduction of an Independent Broad-based Anti-corruption Commission, transfer the powers of the Local Government Investigations and Compliance Inspectorate to the Ombudsman. According to an article in The Age over the weekend the minister responsible for the establishment of IBAC, Andrew McIntosh, said the Ombudsman will be given expanded jurisdiction to monitor Victoria’s 79 local governments. The VLGA understands that the Ombudsman, like the inspectorate, will investigate councillors and senior staff for breaches against the Local Government Act. Apparently the Ombudsman will not prosecute cases – prosecutions will be undertaken by Victoria Police or the Office of Public Prosecutions.

‘Tomorrow’s Library’ landmark review launched
Tomorrow’s Library, a consultation being conducted as part of a two year landmark review on the current and future roles of public libraries, was launched in Bendigo on Monday 5 March by the Chair of the bi-partisan Ministerial Advisory Council on Public Libraries (MAC), David Morris MP (pictured), and Deputy Chair, Joanne Duncan MP. The event marked the beginning of a three-month consultation period and the start of the Tomorrow’s Library Roadshow. The Roadshow will provide an opportunity for the public library sector, local governments and the broader community to inform and shape the future of our public libraries. A discussion paper has been released for
local governments and regional library corporations, and submissions are open until 31 May 2012. Community consultations will commence in April where individuals can respond to an online survey. Successful WILD forum in Geelong

Last Monday evening, around 50 women from across Geelong and district attended the ‘Women in Local Democracy’ (WILD) forum at Courthouse Arts. The forum was aimed at encouraging more women to run for council and other public leadership roles. The key note speaker was Gayle Tierney, Member for Western Victoria. The forum also included a panel comprising City of Greater Geelong Councillors Jan Farrell and Kylie Fisher and Surf Coast Shire Councillors Libby Mears and Rose Hodge. The forum was an initiative that stemmed from Geelong City Council’s adoption of the Women’s Charter in 2010, and was held as a precursor to a workshop for women candidates the City is hosting in May. The VLGA’s Women’s Policy Officer Linda Bennett will present the workshop for women candidates on 7 May as part of the Think women for local government 2012 project. Congratulations to all involved.

A Safer Bet – film competition for Responsible Gambling Awareness Week
All young creative people and aspiring film-makers (aged 18-29 years) have an opportunity to show their talents on an important community issue. Young people are being asked to develop a 30-second advertisement for television and cinema screens on taking a responsible approach to gambling. The finalist will also be shown at a Melbourne Youth Forum and Village Cinemas prior to films shown during Responsible Gambling Awareness Week (RGAW) in May 2012. As a means of prevention and early intervention, young people are a particular focus for RGAW 2012. Judges are looking for fresh, effective and well-targeted ideas to get the message across to young people about gambling responsibly. Go online for the full creative brief and an entry form.

Conference to examine job options
Agribusiness Gippsland is helping stage the Gippsland Trades and Labour Council’s Gippsland Industries in Transition Conference on 3-4 April at Kernot Hall, Morwell. Deputy Premier Peter Ryan will open the first day proceedings and sessions will include expert speakers on topics such as the employment growth prospects in agriculture. Minister releases Sustainability Victoria review
Last week Minister for Environment and Climate Change Ryan Smith, released the report, Review of Sustainability Victoria’s Strategic Direction. The report outlines the findings of the SV Review and makes recommendations that inform the future direction of SV, including the outcomes SV must deliver. The Review provides important input to the development of SV’s new strategic plan. Revised priorities for SV include helping the Victorian community improve recycling and waste management, and saving resources such as energy. You can hear more about the SV review and priorities for the future at our next Leading Edge Forum on Thursday 29 March – see the next article!

Future Waste: emerging issues and collaborations
For those members interested in all things sustainable, including waste and recycling, our next Leading Edge Forum on Thursday 29 March is for you. Directly elected mayors
The issue of directly elected mayors continues to be of considerable interest to the local government sector. At the recent LGPro Conference, the VLGA’s Director Governance Ron Exiner co-facilitated, with Fran Kerlin from the City of Melbourne, a session on this topic as part of the ideas marketplace. The variety of contributions from those who attended, both officers and councillors, demonstrates the differing views around directly elected as against councillor-elected mayors. This reinforces the VLGA’s current position that some serious investigation needs to be done into the pros and cons of both systems before any further changes are proposed. VLGA represented at 4th International Gambling Conference 2012
Last week, our Local Government Gaming Policy Officer Emma Shepherdson represented the VLGA at the 4th International Gambling Conference in Auckland, and presented two papers to delegates. Emma’s conference papers focused on her work on the MoreConnect project in her role with the City of Moreland, and the Social and Economic Impact Assessment framework profiled by the VLGA and several member local governments recently. The conference was hosted by the Problem Gambling Foundation of New Zealand, the Auckland University of Technology, the Gambling and Addictions Research Centre, and Maori Public Health. Emma also featured recently in the ‘MyCareer’ section of The Age.

VLGA to observe Timor-Leste Presidential Election
VLGA Vice President and Chair of the Timor-Leste Advisory Group, Richard Brown, and Timor-Leste Project Officer, Gary Jungwirth, will represent the VLGA at the first round of the Presidential elections to be held on 17 March. Two other members of the Advisory Group, Barbara Godfrey and Gaynor Atkins, will also be official observers. Councillors, officers and many representatives of friendship groups have lodged their observer registration forms with the Australian Timor-Leste Friendship Network, which is co-ordinating the observer mission. The VLGA has been represented at the two previous Presidential Elections in 2002 and 2007. If no candidate wins a majority vote there will be a second round vote in April. Parliamentary elections will be held in June of this year.

Recently, the VLGA has received correspondence from a number of member local governments about the growing pressures on emergency relief agencies and communities under stress. We have taken your views to the Victorian and Commonwealth Governments and you can view comprehensive responses from the Federal Minister for Community Services, Julie Collins MP and Victorian Minister for Community Services, Mary Wooldridge MP on our website.

Update on ‘Think women for local government 2012’ forums
As we celebrate International Women’s Day this week, the 2012 ‘Think women’ regional forums hosted by local governments get underway. We start with Greater Geelong today (5 March), Hobsons Bay on 15 March, Mount Alexander on 21 March, and Gannawarra on 22 March. Following these are forums in Boroondara, East Gippsland, Horsham, Nillumbik, Baw Baw and Moyne. Other local governments are organising specific community events that support the goals of building the numbers and diversity of women candidates in the October 2012 local government elections. If your local government would like to join us, please contact the VLGA’s Women’s Policy Officer, Linda Bennett, who can assist with ideas, advice and kits to support your event. City of Melbourne and development of Cairo Tower – inner city living for young people with a disability
In last Wednesday’s edition of The Age, we saw a wonderful story of the redevelopment of the former site of the JH Boyd Girls High School at Southbank. The new Cairo tower development will include around forty apartments and support services for people with disabilities in an affordable housing component of the 32-storey development. This is a great example of the partnerships that can be supported and formed by local governments, developers and the community sector.

The inaugural Summit held in April 2011, and attended by over 340 participants from diverse sectors and backgrounds, generated extraordinary consensus for the need to collaborate and continue the conversations necessary to generate change. 2012 may be pivotal for Australian food policy with the National Food Plan due for release. It is also appropriately the Australian Year of the Farmer and United Nations International Year of the Cooperative. The 2nd Annual National Sustainable Food Summit begins in Sydney on 3 April. A series of pre-conference workshops on 2 April 2012 have also been designed to bring people up to speed on the current issues and discussion from the 2011 summit. Anyone who is interested in this area can join the Sustainable Food System Conversation. This conversation is designed to feed into discussions at the Summit so will be particularly useful to attendees. Twenty years on from the landmark Earth Summit in Rio, RMIT is collaborating with the UN Global Compact Cities Programme to bring internationally renowned experts in sustainability to discuss the future of the planet. Global superstars such as Sigourney Weaver, David Suzuki and Bob Geldof will be in Melbourne, speaking alongside Australian high-profile speakers including Tim Costello, CEO of World Vision; Robyn Eckersley, leading environmentalist; Ian Lowe, President of the Australian Conservation Foundation; and Dennis Altman, Professor of Politics, to discuss where we go from here.
