VLGA President’s Message
Our thoughts go out to our local government colleagues in Christchurch, New Zealand, as they start their recovery process in the many weeks and months ahead. Here in Victoria we know only too well the impact of natural disasters on a large scale, the stress of constant media attention, and how to cope with the mixture of emotions that follow such an event. Once again, the role of local government is highlighted, as we see the Mayor of Christchurch interviewed on our television screens. The importance of Australia’s three tiers of government in supporting our neighbours in New Zealand is emphasised by the contributions being made by each in sending assistance.

This week, our CEO and I had a very productive meeting with The Hon Jeanette Powell MP, Minister for Local Government and Minister for Aboriginal Affairs; and David Morris MP, Parliamentary Secretary for Local Government. We discussed several issues including conflict of interest; the infrastructure funding gap – especially for smaller rural councils and those affected by the Victorian floods; the Minister’s proposed Mayoral Advisory Forum; and the development of the IBAC (independent broad-based anti-corruption commission). We look forward to our next discussions with Minister Powell and we thank her and Mr Morris for their welcome and interest in enhancing the capacity of local governments.

I enjoyed presenting to councillors and senior officers from Corangamite Shire this week at their strategic planning session. We looked at the contemporary issues challenging local government and communities, and those emerging for the next few years. I appreciated the invitation and the exchange of ideas.

Keeping you up to date

National Plan to Reduce Violence against Women and their Children 2010-2022
The VLGA strongly supports the National Plan to Reduce Violence against Women and their Children 2010-2022 which was launched on 15 February by the Federal Minister for Women's Affairs, The Hon Kate Ellis, and Attorney-General, The Hon Robert McClelland. The Plan represents the first national strategic approach to violence against women across governments, and has a strong emphasis on prevention. Elizabeth Broderick, Commonwealth Sex Discrimination Commissioner, said that a fundamental belief in gender equality is known to be one of the key prevention factors for violence against women. The work of the VLGA and partners to promote gender equality in local governments is making a contribution to this important goal. Last year, the VLGA Board issued a communiqué which stated: "Preventing violence against women is one of the key building blocks in strengthening communities and creating sustainable futures. Communities free of this insidious violence are more likely to be inclusive, diverse and dynamic..."

New Councillor Induction Session
Saturday 26 March, 9.30am-2pm

The VLGA is offering an induction session for new councillors. The primary focus is on councillors who have been or will be elected to the vacancies created by former councillors being elected to State parliament last November, however all councillors elected since the last local government election are welcome.

Session topics to be covered include:
* The many roles of a councillor
* Principles of good governance
* Councillor-staff and other relationships and team building
* Being the new person in an established group
* Decision-making in local government
* Relevant legislation, e.g. conflict of interest and 'Winky Pop', etc.

National Sustainable Food Summit 2011

This event focuses on recent policy developments, with emphasis on food security and resilience and how these relate to the National Food Plan, and will seek to unpack what food security really means for Australia, and identify knowledge gaps.

VLGA President’s Message
In my second week as the VLGA President, I am looking forward to our meeting with the Minister for Local Government, The Hon Jeanette Powell. Amongst a range of topics, I will be talking with the Minister regarding the needs of flood-affected local governments in rebuilding and developing new community infrastructure; cost-shifting; and growing local government responsibilities.

If you support more women for local government, I invite you to join our new Facebook group, More women for local government. The aim of the group is to encourage at least one woman candidate for every ward, riding or unsubdivided municipality across the State in the 2012 Victorian local government elections. The network is for potential women candidates and their supporters. The group will be moderated through the VLGA and will be for sharing resources and ideas, discussion and backing potential women candidates to find answers and support. It will be dynamic and informative, so whether you are an active participant or just keep an eye on things, we invite you to view and share the group with your Facebook contacts. This is the first of many initiatives which will emerge during the VLGA-led partnership, ‘Think women for local governments 2012’, funded by the Victorian Government and designed to gather support from local governments and community organisations for increasing the numbers and diversity of women candidates in the 2012 elections. Getting food and residents together
During the VicHealth-funded Food for All projects, participating local governments found a variety of reasons why people had poor access to healthy food, amongst them issues around transport, with people often finding it difficult to travel to where food is the most affordable. This has been confirmed in the recent Victorian Population Health Survey (2008) with 8% of adults saying that there was inadequate and unreliable public transport where they live and 28% saying where they live food is too expensive. Consequently programs and strategies which help connect people with affordable healthy food are a great way for local governments to have a positive impact on what people eat. Approaches such as good community transport, local or farmers markets, food delivery and a coordinated response to emergency food relief along with a variety of other strategies can all contribute to change. This week’s micro movie (running time 3mins 17sec) explains the importance of councils supporting these approaches and you can see a few of them in action to get inspired. 2011 Premier's Sustainability Awards

‘100 Ideas to Help Engage Hard to Reach People’ resource online
Capire consulting has developed a booklet which documents 100 ideas for engaging with hard to reach groups: the bereaved, children, people with a disability, older people, homeless, indigenous, newly arrived and older migrants, and young people. The book includes tips regarding engagement tools, techniques and content, as well as ideas to raise awareness and attract participants. A pdf version of the book is available for downloading from the Capire website. Capire also offers training in engaging 'Hard to Reach' groups. Keep Australia Beautiful Victoria's 2011 Awards Program NOW OPEN
Entries are now open for the 2011 Keep Australia Beautiful Victoria Awards. The awards recognise and celebrate everyday actions taken by all Victorians to protect and enhance their environment, and include categories such as reducing waste, preserving heritage, and saving energy and water. Local governments, community groups, schools and individuals are all eligible to enter. Local governments will be particularly interested in the Community and Government Partnerships Award, and are eligible to enter all categories. Entries close on 8 April (Sustainable Cities and Clean Beaches) and 3 June (Tidy Towns – Sustainable Communities). VLGA President’s Message
I am pleased to be introducing this week’s VLGA eNews as the new President of the Board. I am delighted to have a mix of continuity with the return of five previous Board members, and new energy and ideas with the election of four new members. The new Board contains strong skills in local governance, community involvement, academia and policy development, along with media and legal experience. Between us, we share many years of involvement in local government and a perspective from a range of different communities. The VLGA’s members have elected an enthusiastic and committed group of people. The new Board also brings diversity with four of the nine being women; and a good mix of age groups amongst councillors and community representatives. There’s a great future ahead for the VLGA and its members. The new Board is well positioned to continue the strong leadership demonstrated by the previous Board and in particular former President Cr Heinz Kreutz. eBulletin from the VLGA’s CEO Maree McPherson

Given we are currently in the caretaker period for the VLGA Board Elections this eBulletin will come from me. I trust that you all had some down-time with family and friends over the holiday period and are raring to go. It’s hard to believe a whole month has already passed this year, and we’re all hitting the ground running! More and more councils and community organisations are starting their briefing sessions earlier than in past years, which is surely a reflection of our huge workloads.

VLGA’s Governance Patron awarded in Australia Day Honours
All of us at the VLGA send our sincere congratulations to Hayden Raysmith AM, who was honoured in the Australia Day Honours with a Member of the Order of Australia, for service to the community through leadership roles in philanthropic, social policy and not-for-profit organisations. Hayden was appointed Governance Patron of the VLGA in October 2006. Hayden has a long list of achievements to his credit in the government, academic and community sectors, including vital strategic and executive services to the VLGA between 1996 and 1999.

Good on you Hayden! It’s an honour for us to have our Governance Patron recognised in this way.

Essential Mayors’ Weekend & New Minister
We held a very successful Essential Mayors' Weekend in Torquay just over a week ago and I would like to thank our staff for their efforts to make this one of our most memorable events. The goodwill and camaraderie that exists in our sector is inspiring. The growing awareness of our individual challenges in the city and country, along with our shared issues was evident in discussions held over the weekend about the challenges facing communities in Queensland and Victoria. Member councils have asked us to do what we can to support our local governments, and the new Board will be saying more about this in the coming weeks. We were delighted to hear from the new Minister for Local Government, The Hon Jeanette Powell, who spoke on a range of issues of importance including flood recovery, funding and the infrastructure gap, and conflict of interest amongst others.

Federal Government Inquiry into Pre-Commitment for Pokies
The VLGA’s Local Government Working Group on Gambling (LGWGOG) did a joint submission supporting mandatory pre-commitment with the InterChurch Gambling Taskforce, and the submission can be viewed here. As inquiry hearings were being held in Melbourne last week, the Federal Government released legal advice supporting its power to act, and to work with the states and territories and industry to introduce key reforms which address the harm from problem gambling, including a full pre-commitment scheme for poker machines. Their legal advice can be found here. This year is likely to be a big one for gambling reforms at the state and federal levels, and the VLGA will be closely involved in these reforms, including discussions with the new Minister Michael O’Brien. Our LGWGOG meetings are held every two months and the next meeting is Wednesday 16 February at 9am at the VLGA. For further information contact Darren Ray via email or phone (03) 9349 7902.

Growing Food Locally – Supporting Residents to Grow and Harvest Food
Many local governments are now implementing their Municipal Public Health Plans or Health and Wellbeing Plans, including policies and strategies to improve people’s access to healthy food or addressing food security as a key priority. Encouraging and supporting local residents to grow their own fruit and vegetables can produce many benefits beyond increasing their access to healthy affordable food. Many local governments are also increasing the locations and opportunities to grow food locally, which is a great way for them to be proactive. Making land available to build gardens in popular community hubs such as community houses, kindergartens and council-owned community open spaces can be considered. Land audits, edible streetscapes, supporting opportunities for community members to learn about gardening, and supporting food swaps are all opportunities for action. Funded and produced by VicHealth, this week’s latest Food for All micro-movie, with a running time of less than 4 minutes, outlines why this is an important way for local governments to help address local food security issues. 2011 Premier’s Sustainability Awards
Now in its ninth year, the Premier’s Sustainability Awards is Victoria’s most prestigious environmental awards ceremony. The Awards provide your organisation with an excellent opportunity to receive public recognition for leadership. Local governments and community organisations can apply to have their work rewarded. There is also a Premier’s Recognition Award – which is presented to an organisation that has shown particular determination in overcoming difficult obstacles, showcasing exemplary leadership and innovation in sustainability. This award is chosen by the Premier to be the stand-out winner from the eight categories. Download your entry kit today. Sustainability Victoria will also hold Information Sessions on 17 February and 14 March, with further details available here. Be quick – submissions close on 1 April 2011.

Survey on Volunteering
Are you a volunteer or do you work with an organisation that involves volunteers in its management, operations or service delivery? The Victorian Equal Opportunity and Human Rights Commission (VEOHRC) is developing resources to help volunteers, and organisations that work with volunteers, to understand their rights and obligations under Victorian Equal Opportunity law and the Charter of Human Rights and Responsibilities. To make sure we understand the issues facing volunteers and organisations, VEOHRC is asking people involved with volunteering to complete their Volunteer Survey. The survey will only take a few minutes to complete but your input will help VEOHRC build a clear picture of the issues affecting volunteers and organisations, and what you need from them. If you are a volunteer, or an organisation that works with volunteers, and would like information about the Equal Opportunity Act 2010, Charter of Human Rights and Responsibilities, or the Racial and Religious Tolerance Act and how they could be relevant to you, please call VEOHRC’s free information service on 1300 292 153, email them or visit their website.

Some truth about energy prices
With support for a federal carbon tax growing, including from the State Government, some are observing that the information campaigns are similar to those that were run over 40 years ago to reflect the true public health costs of cigarette smoking on our economy. We’ve come across a very informative 5-minute video put together by the Australian Conservation Foundation spelling out the truth about increases in energy prices, in an attempt to dispel myths about the impact of renewable energy and climate policies. The Moreland Energy Foundation Ltd (MEFL) has also put together some information about Victorian electricity prices which can be found on their blog.
