National Reconciliation Week is upon us and there is a fantastic array of events and activities on offer in Melbourne and across Victoria. Reconciliation Week is a time for all Australians to reflect on our shared histories, and on the cultures and contributions of Aboriginal and Torres Strait Islander peoples. Get along to one of these events and join the conversation about recognition. To learn how you can get involved and to find an event near you, visit Reconciliation Victoria’s Online Events Calendar. For those in or near the city today, Melbourne will host the National Launch of Reconciliation Week from 12– 2pm at Federation Square. The event will include a live broadcast by Indigenous radio station 3KND, live music, guest speakers and a special surprise that is guaranteed to get you dancing! And while we are in such good spirits, let’s all shout our sincere congratulations to Cr Jim Doukas and the team at Moyne Shire Council, as Port Fairy celebrated the town’s title of the World’s Most Liveable Town over the weekend! Welcome back Indigo
Indigo Shire Council has notified us of their vote to join the VLGA, and we warmly welcome them back as members. Indigo Shire will be known to many as a key destination to enjoy food and wine, extensive rail trails, the distinct seasons - their autumn is really something quite special - and of course their preserved history with Australia's most significant collection of historic towns including Beechworth, Rutherglen, Wahgunyah, Chiltern, Yackandandah, Kiewa-Tangambalanga, Stanley and Barnawartha. Indigo’s economy relies on its rural and tourism base and its regional association with Albury-Wodonga and Wangaratta. Specifically, the economy is based on farming (beef, sheep, dairy, fruit and viticulture), the processing of local primary produce and the provision of services to people, including health, social and tourism services. Strengthening democracy: improving local government elections
The VLGA’s review of the 2012 local government elections is about to enter its next stage with the release of an issues paper and survey in June. Incorporating the insights shared by VLGA members and supporters at our April Leading Edge Forum, the paper will consider a range of key issues including diversity of candidates, candidate conduct, donations and candidate disclosures, voter participation, electoral structures and voting methods. Responses to the issues paper and survey will contribute to VLGA’s advocacy on improving local government elections. Please contact Toby Archer, Director Policy via email for more information.
Support growing for constitutional recognition
An Australian Financial Review-Neilsen poll has showed that 65 per cent of respondents said they would vote for Constitutional recognition of local government. An article in the Ipswich Advertiser last Monday claims that “while the vote would need a majority of people in a majority of state to succeed, it also appears a successful referendum has enough support to succeed at that level as well.” At this stage, 62 per cent of Victorians said they would support the reform.
VLGA submission on live odds
Last week, the VLGA made a submission to the Australian Subscription Television and Radio Association in response to the measures to reduce and control the promotion of live odds during live sports broadcasts on subscription television. We are concerned about the promotion of live odds during sports games, as well as advertising and sponsorship. These promotions serve to normalise gambling, which is of particular concern with regard to the many children and young people who watch sports events on television. We support recommendations regarding prohibition of live odds during sports events and maintaining restrictions on online gambling, and recommend that stronger advertising laws (as per tobacco products and smoking) are applied to gambling advertising including during live broadcasts. We also welcome the online betting industry’s acknowledgment of the problem and apparent willingness to undertake reforms. The Conversation carried commentary from Nathan Grills and Gillian Porter (21 May) with their article Not just a bit of fun: why sports, gambling and kids are a bad mix discussing four key reasons why children should not be exposed to gambling advertising on television during sports matches.
Last week’s focus groups - representative local democracy
Last week the Cities of Whitehorse, Greater Geelong and the Shire of Indigo hosted focus groups for the ACELG and VLGA’s research project on representative local democracy in Australia. Councillors and officers provided rich information on their experiences and a large number of people responded to the questions in writing or in telephone interviews. Thanks to everyone who has contributed to the project so far.
Australian aid to Timor-Leste under review
As part of the Joint Standing Committee on Foreign Affairs, Defence and Trade’s Inquiry into Australia's relationship with Timor-Leste, Australian aid programs in Timor-Leste have been examined over two days of public hearings in Canberra last week. The committee heard evidence from the Department of Foreign Affairs and Trade, AusAID and other Australian Government agencies and the not-for-profit sector. Timor-Leste is Australia's seventh largest recipient of Official Development Assistance, receiving $116.7 million in 2012-13. This comprises $84.3 million from AusAID, about $30 million provided through the Australian Federal Police, and the rest delivered by a number of Australian Government agencies. The VLGA made a submission to the Inquiry earlier this year.
Melbourne MP’s Volunteer Awards – nominations open
If you know an outstanding volunteer who is doing great work in their community, you can nominate them for the MP’s Volunteer Awards in Melbourne. Volunteers can be nominated for an Award in a range of categories, including: junior, youth and senior; business, education, emergency management, environment, innovation and long-term commitment. Deadline draws near for Local Government Energy Efficiency Program
Councils around Australia have until the end of May to apply for funding from the $24 million Local Government Energy Efficiency Program (LGEEP). The program provides assistance to local governments to install solar and heat pump hot water systems to drive more effective energy use in their buildings and community facilities, particularly where councils are situated in low socio-economic areas. LGEEP is a one-off, non-competitive grant program and all councils are eligible to apply for a maximum grant amount according to their size, based on the Australian Classification of Local Governments 2007-08, and their socio-economic status according to the SEIFA 2006 – Index of Relative Socio-economic Disadvantage. The initiative is one of five programs established under the Australian Government’s Low Carbon Communities initiative. For more information and to apply visit the website.
Victorian Multicultural Commission - Small Capital Infrastructure Grants
Not-for-profits representing culturally and linguistically diverse communities in Victoria can apply for grants for minor works to existing community-owned infrastructure. Grants range from $20,000 to $100,000, with a minimum dollar-for-dollar matched funding requirement.

The Australian Youth Affairs Coalition (AYAC) is developing a national definition of youth work. AYAC is currently seeking feedback on the key concepts that will underpin this definition through the discussion paper Defining Youth Work in Australia: It’s what you do. YACVic is keen to ensure that the national definition is consistent with the values that underpin youth work practice in Victoria, as outlined in the YACVic Code of Ethical Practice. Vale Cr Tom Morrissey
It is with sadness that the VLGA has learned of the passing of Cr Tom Morrissey on Friday night. Tom served the Monash community as a Councillor for 22 years, including two terms as Mayor (in 2001-02 and 2006-07). Tom was born in 1945 and lived the majority of his life in the City of Monash. Following his secondary education at Jordanville Technical College, he became a master plumber who owned and operated a local plumbing business. Tom was a strong believer in public service and performed his civic responsibilities with great sincerity and dedication. He was first elected to the City of Waverley Council in 1990. He was elected to Monash City Council in 1997, 2000, 2005, 2008 and 2012 in the Mount Waverley Ward. In 2002, he was awarded the Centenary Medal for services to Local Government. The VLGA’s thoughts are with Tom’s family, and his colleagues at the City of Monash.

The eighth annual Responsible Gambling Awareness Week begins today with a range of activities and events promoting the responsible gambling message throughout Victoria. Local governments have an important role in managing the impacts of gambling in local communities, and this is in evidence in every conversation we share at our Local Government Working Group on Gambling meetings through the year. A number of local governments have used differential rates on pokies venues to address the impacts of problem gambling. Moreland and Monash councils are now challenging restrictions on the power to levy these differential rates. Don’t forget to check out the VLGA’s Advocacy Pack for local governments which provides fact sheets, key contacts, and a presentation template. It’s National Reconciliation Week from 27 May. The Week celebrates the commemoration of two significant milestones - the anniversaries of the successful 1967 referendum and the High Court Mabo decision. The theme for this year is Let’s Talk Recognition - with a focus on how Australians can better recognise each other and recognise the contributions, cultures and histories of Aboriginal and Torres Strait Islander peoples. It’s everyone’s business, and as a consequence many local governments are hosting events and activities. At the VLGA for the third year we are hosting our Reconciliation Leading Edge Forum in partnership with Reconciliation Victoria. On Wednesday night, many VLGA member councillors from across the State joined us for our inaugural leadership dinner in Fitzroy with guest speaker Jenny Gray, CEO Zoos Victoria. VLGA submission to Review of Victorian Public Libraries Stage 2
Last week, the VLGA completed our submission to the Stage 2 Discussion Paper of the Victorian Public Libraries Review. VLGA members have shared a range of views with us about the ‘Victorian Library’ model proposed in the Discussion Paper. In our submission we supported the principle underlying the Victorian Library concept however we:
* are concerned that the significant structural changes proposed in the model will not necessarily lead to improvements for those who provide and manage library services, nor library users
* see inadequate funding of libraries as the major impediment to the development of higher quality library services across the State
* call on the Victorian Government to reassess the level of funding provided to public libraries against the benchmarks set by the Australian Library and Information Association
* understand there are some limited opportunities for tying funding to specific elements of library services, but we are opposed to tied funding for core services
* call on the Victorian Government to establish a formal partnership agreement with local governments for Victorian public libraries.
VLGA submission to smoke-free issues paper
The VLGA also made a submission to the Department of Health’s issues paper on smoke-free playgrounds, sporting and recreation areas, last week. In our submission we recommended that the Victorian Government:
* funds a state-wide community education program to promote the benefits of banning smoking in outdoor areas
* provides additional financial resources to local governments to ensure they can enforce the proposed bans
* includes alfresco dining as part of the proposed new outdoor smoking bans.
CEOs sleeping out for homelessness
Several local government CEOs including our own Maree McPherson, will be sleeping rough at Etihad Stadium in June as part of the Vinnie’s CEO Sleepout 2013. This is the second time Maree has joined the Sleepout and she will be joined by City of Yarra’s Vijaya Vaidyanath, the City of Whittlesea’s David Turnbull, Cardinia Shire’s Gary McQuillan, and Simon McMillan from the City of Banyule. You can sponsor Maree online and search for other CEOs.

Consultations on VicHealth’s new Framework for Health Equity

President’s Message
With the announcement of the referendum on constitutional recognition of local government by the Prime Minister late last week, it seems we may be in for a rough campaign for the sector. In a scathing article (Sydney Morning Herald, 5 May), Chris Berg wrote “It's a bit of a misnomer to call local governments ‘government’' at all. Administratively, they are more like state government departments. But unlike, say, the Victorian Department of Education, they are virtually unaccountable, entirely unscrutinised, and deeply deluded about their own influence and importance.” Feisty stuff - perhaps to gain a reaction or is local government no longer influential or important in Australian society? I am interested to hear what you think about this. I am also keen to hear from the Australian Government and the Opposition this week in their Budget 2013 statement and reply as to what initiatives they have planned to support local governments. On the day of the referendum announcement we were asked for our reaction by a number of media outlets and we said we are supportive of the efforts of ALGA in working with councils to raise awareness of the issue, and we are hopeful that the short time frame to conduct the public awareness campaign will enable enough impact to ensure the success of the referendum. In my view, if the referendum is to succeed in September, there is an urgent need for local governments to present this matter directly to their communities, to supplement the ALGA’s national commentary. Now is the time for local governments to be leading local conversations about the importance of constitutional recognition to local communities. I congratulate the MAV on their media release on the issue, emphasising “the chance for Victorians to take charge and protect the future of their communities”. One councillor who has written a piece on the importance of constitutional recognition of local government is Cr Jieh-Yung Lo, Deputy Mayor at the City of Monash, and a member of the VLGA staff team. Jieh-Yung’s article Tick Yes for Local Government appeared in Pro Bono Australia News on 9 May. As many of you know, the Victorian Coalition Government does not support recognition of local government in the Australian Constitution. Many VLGA members have raised their concern about this with me, and we question what else they will offer to support the financial sustainability of the sector, especially smaller rural councils, if the referendum is not successful. It isn’t enough to say that the Commonwealth can already fund local governments directly through Commonwealth-State funding agreements.
By the way, it’s National Volunteer Week from today - Australia’s largest annual celebration of volunteerism. This year’s theme - Thanks a Million - is all about recognising the contribution of Australia’s six million volunteers. Members of the public are invited to share personal stories of volunteering and messages of support to volunteers on social media. State Budget short-changes communities in challenging times
The VLGA believes the Victorian State Budget 2013-14 provides limited funding for local government to meet its current and future challenges, and lacks initiatives to assist capacity building for local government reform. While the tight revenue context means that all levels of government need to be cautious, it is our belief that in tough budgetary times, governments need to build the capacity of communities to work together and thrive in challenging times. NSW parliament looks at powers to suspend local councils
A bill currently in NSW parliament is set to give the State Government there the power to suspend councils for three months. The Local Government Amendment (Early Intervention) Bill 2013 would allow the relevant Minister to suspend “poorly performing” local governments, and provide for stronger information gathering powers and the power to issue “performance improvement orders”. Sally Isaac Memorial Scholarship Fund applications now open
Nominations for the 2013 Sally Isaac Memorial Scholarship close Monday 17 June 2013. The Scholarship is offered in memory of the extraordinary Sally Isaac, who made a profound and lasting contribution to social change and community development through the Local Government sector. Sally was an employee of the VLGA early in her career. The award recognises the outstanding achievements of young women, 35 and under, who have significantly improved community life. The recipient will receive $10,000 to further their own professional development and will be announced at the 2013 LGPro Women’s Network Dinner on 25 July 2013. Social Enterprise Awards 2013 short-list named
Research estimates that there are up to 20,000 social enterprises operating in every industry of the Australian economy. The research indicates the field is innovative, mature and sustainable with 60% of enterprises surveyed operating at least for 10 years. The Social Enterprise Awards are the only national awards for Australian social enterprise. The Awards are run by Social Traders in partnership with Foresters Community Finance and will be awarded annually with the inaugural awards to be presented in June 2013. In 2013 there are five awards – four awards for social enterprises and one for the businesses that support them. View the 2013 short list.

The eighth annual Responsible Gambling Awareness Week begins on 20 May with a range of activities and events promoting the responsible gambling message throughout Victoria. Local governments have an important role in managing the impacts of gambling in local communities, and they can also play a valuable role in spreading the message about Responsible Gambling Awareness Week. President’s Message
It’s Budget Week in Victoria. The VLGA will be represented at the State Budget briefing on Wednesday and we will bring you our news on the 2013 State Budget that afternoon, with a fuller briefing to members later in the week. In last week’s eNews, we covered some commentary on John Daley’s work for the Grattan Institute on Federal Budget deficits and the questions posed about council budgets at our Essential Mayors' Weekend in January by John Comrie who argued that councillors and mayors should be able to cover off on key Budget questions. This week, we bring you some other interesting articles looking at federal budget imperatives as we head into State Budget Week. In The Age on 30 April, Tim Colebatch argued the need for a ‘Charter of Newspaper Honesty’ in reporting on budget issues “accurately, impartially, and without ignoring issues of relevance.” The day prior, Russell Marks, Honorary Research Associate at Latrobe University wrote an article about the announcement by the government that it has a $12 billion “black hole” which “had the status of a confession”. He argued that this type of language “remains trapped in a rationalist approach to economics, which is being increasingly discredited around the world.” A week earlier, Myriam Robin wrote this brief analysing some of the indices and data used to measure the performance of the Australian economy. We may not agree with everything (or indeed anything) from these commentators, but they make for interesting reading! VLGA member - the Youth Affairs Council of Victoria (YACVic) with the Victorian Council of Social Service (VCOSS) have completed a new joint report which examines how policy, planning and the delivery of youth support services could be strengthened to improve support for young people in Victoria. The report finds critical gaps in the areas of housing, specialist mental health supports, supports for young people with disabilities, and flexible learning options. Building the Scaffolding makes a range of recommendations aimed at addressing systemic policy, funding and practice issues in order to improve the provision of support to Victorian young people across the universal and specialist service platforms.
RAI releases ‘From Recovery to Renewal – Case Studies Report’ featuring Marysville and Carisbrook
With so many communities experiencing natural disasters in recent years, many VLGA members will be interested in this new report from the Regional Australia Institute (RAI). The From Recovery to Renewal Case Studies Report finds that the rebuilding of the local economy is crucial to getting communities functioning after a natural disaster. However, it is argued this is often overlooked in favour of developing new physical infrastructure despite key economic drivers possibly having been permanently altered. The RAI says that although regional Australia is a frequent victim of natural disasters, there is limited information on how local communities recover and whether we have the right policies in place to help businesses through the renewal process. The Report looks at the experiences of four regional Australian towns – Cardwell, Carisbrook, Emerald and Marysville – recovering from natural disasters, and how this can help communities struck in the future to thrive again.
BioRegional Australia brings Pooran Desai to Melbourne!
In November 2012, Co-founder of BioRegional and International Director of One Planet Communities Pooran Desai visited Melbourne to launch the establishment of BioRegional in Australia. BioRegional, in partnership with the United Nation’s Environment Programme, have made the use of One Planet Living more widely available. In late May 2013, BioRegional Australia will deliver a series of public lectures, interactive workshops and practical training courses based on the One Plant Living Initiative. Responsible Gambling Awareness Week – 20 to 26 May
The eighth annual Responsible Gambling Awareness Week begins on 20 May with a range of activities and events promoting the responsible gambling message throughout Victoria. Local governments have an important role in managing the impacts of gambling in local communities, and they can also play a valuable role in spreading the message about Responsible Gambling Awareness Week. Coalition invests in Services Connect
The Minister for Community Services Mary Wooldridge has announced that the Victorian Coalition Government is investing $12 million in the 2013-14 State Budget to continue to develop and start delivering a new integrated service delivery model for human services known as Services Connect. Services Connect is designed to connect people with the right support, address the whole range of a person’s or family’s needs, and help people build their capabilities to improve their lives. Services Connect brings together services such as child protection, public housing, disability, youth justice, family violence, mental health, and alcohol and drug services to provide an integrated response.

The Department of Education and Early Childhood Development (DEECD) in partnership with the Victorian Aboriginal Education Association Incorporated (VAEAI) is talking to parents, community members and service providers about how we can build on the strengths of the community and what has already been achieved to make education for Koorie people even better. Workshops will focus on how maternal and child health services, kindergartens, schools, higher education and training providers, Aboriginal organisations, other service providers and the community can make education for Koorie young people even better. It’s Budget Week in Victoria. The VLGA will be represented at the State Budget briefing on Wednesday and we will bring you our news on the 2013 State Budget that afternoon, with a fuller briefing to members later in the week. In last week’s eNews, we covered some commentary on John Daley’s work for the Grattan Institute on Federal Budget deficits and the questions posed about council budgets at our Essential Mayors' Weekend in January by John Comrie who argued that councillors and mayors should be able to cover off on key Budget questions. This week, we bring you some other interesting articles looking at federal budget imperatives as we head into State Budget Week. In The Age on 30 April, Tim Colebatch argued the need for a ‘Charter of Newspaper Honesty’ in reporting on budget issues “accurately, impartially, and without ignoring issues of relevance.” The day prior, Russell Marks, Honorary Research Associate at Latrobe University wrote an article about the announcement by the government that it has a $12 billion “black hole” which “had the status of a confession”. He argued that this type of language “remains trapped in a rationalist approach to economics, which is being increasingly discredited around the world.” A week earlier, Myriam Robin wrote this brief analysing some of the indices and data used to measure the performance of the Australian economy. We may not agree with everything (or indeed anything) from these commentators, but they make for interesting reading!
