President’s Message
On Thursday I had the pleasure of chairing the first meeting of the new VLGA Board where we elected our executive for the term.  We got off to a great start and I can tell this is going to be a Board with energy, enthusiasm and commitment to our membership.  Congratulations to Cr Trent McCarthy and Beth Ripper who have been elected as the Association’s Vice-Presidents, and to Cr Sebastian Klein who has been elected as Treasurer and will chair the resources and finance committee.  At our meeting we discussed our plans for a wide-ranging dialogue to enhance our collective understanding of the challenges of local government and the prospects for improvement.  You can read more in the article below.  Last week I also chaired the first 2013 meeting of the VLGA’s Local Government Working Group on Gambling where we had presentations from the City of Moreland’s MoreConnect program and the City of Melbourne on the VCAT decision regarding the Francis Hotel. Keeping you up to date

Improving local government elections to strengthen democracy

Strengthening democracy is in the DNA of the VLGA – it’s why we were founded.  With the 2012 local government elections completed, we believe it is time to reflect on how local democracy can be improved.  In the coming months, we will be undertaking a public conversation to enhance our collective understanding of the challenges of local government and opportunities for improvement.  We aim to draw on the insights of councillors, election candidates, local government officers, community activists and voters at large to develop a stronger evidence base about what is working in local government elections and how things can be improved.  The conversation will cover key challenges like how to: increase community participation in the electoral process, enhance transparency and accountability, and ‘raise the bar’ on election campaign conduct.  In the coming months we will release an election issues paper to get the conversation started.  Our April Leading Edge Forum will provide an opportunity for VLGA members and supporters to contribute via a two-hour workshop.  This work complements our research partnership with the Australian Centre of Excellence for Local Government (ACELG) undertaking a comparative study of representative governance arrangements for local governments across Australia.  More information will be released in the coming weeks.  Please contact Toby Archer, Director Policy via email for further information.

Rating practices in local government

The Victorian Auditor General’s Office (VAGO) released a report on Rating Practices in Local Government last week.  Based on an audit of twelve Victorian councils, the report found rating practices and community engagement in annual budgets and financial strategy could be improved.  Along with the Ministerial Guidelines on Differential Rates, the report provides a catalyst for the local government sector to reflect on how we can work together with communities to address the long-term financial sustainability of local governments. The VLGA believes the report further confirms that a comprehensive review of the Local Government Act 1989 is an urgent priority, and should be undertaken as a partnership between the Victorian Government and local governments.  In our view, the Victorian Government needs to work with local government to improve community understanding of the financial challenges the sector faces.  This could be achieved by a community education program to be launched with the commencement of mandatory performance reporting in 2014-15.  As VAGO recommends, councillors require greater support in developing strategies in response to these challenges.  The VLGA has been lobbying for greater investment in capacity building for councillors particularly on rating strategies and council finances.  Through our signature events, we have also been providing councillors with a forum to develop a critical awareness of public financial strategy.  VAGO’s recommendation of mandatory rating strategies requires further consideration and consultation with the sector.  We believe that further guidance from the Victorian Government should not be predicated on the adoption of punitive measures to managing costs and service profiles, such as rate capping.

Pokies Assessments: a ‘how to’ short course – save the date
The VLGA is hosting a training session on assessing the social and economic impacts of pokies in local communities again on Wednesday 10 April.  The course is designed for statutory and strategic planners, councillors, social and community planners, social researchers, health professionals and consultants.  This comprehensive training program will look at local government initiatives, research, practical case studies and tools for presenting strong cases. Outdoor smoking legislative changes
Many VLGA members will be aware of the Victorian Coalition Government’s announcement that it will amend the Tobacco Act 1987.  The Government plans to introduce State-wide smoking bans at children’s playgrounds, public swimming pools and sea baths, children’s sporting grounds and other recreational areas such as skate parks.  This follows earlier action by the Government with the Tobacco Amendment (Smoking at Patrolled Beaches) Act 2012.  The VLGA welcomes action to prohibit smoking in public places, and we look forward to working with the Government on implementing any future smoking bans.

New book - gamblers share their stories in Monash
From Ruin to Recovery - Gamblers share their stories, edited by Arnold Zable, is published by MonashLink Community Health Service.  It is based on a series of writing workshops conducted by Zable under the auspices of MonashLink's Betting on a Better Life program. The book is available via the MonashLink website.

IAP2 Core Values Awards
IAP2 Australasia’s Core Values Awards recognise and encourage projects and organisations that are at the forefront of public participation.  In 2013, IAP2 is offering two award categories: Project of the Year and Organisation of the Year.  For more information about entering the awards you can download the Core Values Awards Entrant’s Kit.

Beware of scammers on NDIS!
Local governments may receive inquiries from the public about this concerning issue.  The Australian Government has warned people to beware of contact from anyone claiming to work for the Government and who tries to make them pay an administration fee to access the National Disability Insurance Scheme (NDIS).  There is no fee to join the National Disability Insurance Scheme.  Suspected scams can be reported to the Government’s Scamwatch or by phoning 1300 795 995.

President’s Message
I am delighted to be back with you introducing this week’s eNews as the returning President of the VLGA Board.  The Board shows a strong balance of new energy and ideas, and continuity, with the election of six new members and two returning members.  The Board contains strong skills in local governance, community involvement, and policy development, along with media and legal experience.  Between us we represent urban and regional Victoria and bring a wide range of perspectives and experience from our many years’ involvement in local government.  The VLGA’s members have elected a dedicated and enthusiastic group of people who demonstrate their passion daily for connecting communities, strengthening democracy and ensuring the voice of the community is heard.  With four of the eight elected being women, and a good mix of age groups and backgrounds, the Board is diverse which will ensure robust debate and thoughtful consideration is given to VLGA activities.  As immediate past President, former Treasurer and a member of the VLGA executive for the past four years, I believe we have strengthened our voice on behalf of community and councils for greater democracy in action, undertaken strong advocacy on social initiatives and delivered a financially sound position.  This is testament to the dedication and skills of the retiring Board, all of whom I thank so much for their terrific contributions.  We are well positioned to continue the strong leadership demonstrated by the previous Board and there is a great future ahead for the VLGA and its members.  The other Board members are:

VLGA provides submission on constitutional recognition
On Friday, the VLGA made a written submission to the Joint Select Committee on Constitutional Recognition of Local Government following the publishing of the Committee’s preliminary reportThe submission follows the VLGA’s appearance before the Committee on 16 January 2013.

Planning and Environment Bill passes both Houses
The Planning and Environment Amendment (General) Bill 2012 passed both Houses of the Victorian Parliament on 7 February.  The Bill provides for a wide range of amendments which are said to simplify the planning process, and speed up decisions.  Local governments have a number of questions, and the Parliament of Victoria research paper on the Bill is helpful reading.  The Bill is now due to go to the Governor for Royal Assent.

VLGA congratulates Rae Kingsbury
The Board and staff at the VLGA send our congratulations to Rae Kingsbury on her appointment as Timor-Leste’s new Honorary Consul in Victoria.  Rae succeeds Kevin Bailey in the role, which was announced by HE Abel Guterres, Timor-Leste’s Ambassador to Australia following confirmation by the Foreign Minister of Timor-Leste and the Australian Department of Foreign Affairs and Trade.  Rae is a former CEO of the VLGA and has been a devoted advocate for the people of Timor-Leste and their work towards local democracy. 

IBAC is operational
In the January 14 edition of eNews, the VLGA reported that the Independent Broad-based Anti-corruption Commission (IBAC) has been established to promote integrity and accountability across the Victorian public sector, including local government.  Following proclamation of the Independent Broad-based Anti-corruption Commission Amendment (Investigative Functions) Act 2012, IBAC is fully operational from 10 February 2013.  Information about IBAC and how to report corruption or police misconduct is online or you can email or phone 1300 735 135.

Epic pokies win!
Two recent media articles in the Bendigo Advertiser on Friday 15 February and in The Age on Thursday 14 February provide coverage on the outcome of the appeal to the Victorian Civil and Administrative Tribunal (VCAT) from the Mount Alexander Shire Council and the Enough Pokies In Castlemaine community group, against the installation of 65 new poker machines in Castlemaine.  VCAT upheld the appeal against the decision from the Victorian Commission for Gambling and Liquor Regulation.  Many VLGA members will be interested in this outcome and it will be a likely topic of discussion at the Local Government Working Group on Gambling meeting this week.

How have Melbourne’s travel habits changed?
In the last few editions of VLGA eNews, information about the metropolitan planning strategy has been included, covering the VLGA’s roundtable consultation with local government and urban policy experts and our proposed response to the ‘Melbourne, let’s talk about the future’ discussion paper.  Transport modes and the provision of transport infrastructure will be key issues addressed by the final strategy and debated during its development.  Readers might find this recent article How has city travel changed during the last century?  by Alan Davies of interest.  The author has given a brief, interesting overview of the way travel in our cities has changed over the last century, and what might be required to produce another sustained change in the future.

Survey: Strategic and business planning tools for Victorian not-for-profits
The Victorian Government’s Office for the Community Sector has engaged Social Traders to undertake a project supporting not-for-profit (NFP) organisations to plan for their future. The Strategic and Business Planning Tools project aims to support NFP community organisations to undertake sound and relevant business planning processes assisted by a suite of online tools and resources.  Social Traders wants to know from Victorian NFPs about their needs, awareness of the extent of tools available, how useful the existing tools are, and the barriers to strategic and business planning.  Complete the short, confidential online survey hereThe survey is open until Friday 15 MarchEmail or call (03) 8319 8443 for more information.

Caring for our Country

Federal Environment Minister Tony Burke has opened applications for funding under the second round of the Biodiversity Fund and the first round of Target Area Grants, under the Caring for our Country program.  To support the recent release of the guidelines, information sessions are being held across Victoria.  Specialist staff from the Biodiversity Conservation Division will be on hand to present information about the funding rounds and to answer questions. CEO’s Message
Last Thursday evening, candidates for the VLGA Board Elections presented to the Association’s membership and voters.  Members on the Voter’s Roll can watch the webcast before casting your vote.  Voting closes at 5pm this Thursday 14 February and we will announce the successful Board candidates the next day on our website.  Congratulations to all candidates for nominating and for their commitment to the VLGA.  In appointment news, Victoria’s new Auditor-General has been announced as John Doyle, currently Auditor-General of British Columbia in Canada. The VLGA also extends our congratulations to Bernie Geary OAM being named Victoria’s first Commissioner for Children and Young People.  In this week’s eNews we have a number of funding opportunities listed for local governments and community groups, so read on for the details.  Don’t forget to register for our Council – CEO Relationship: Managing Performance session on 20 March – and as promised, we are bringing you a second session for Putting Together Your First Council Plan due to over-subscription for the session later this week - see below for registration details.  Finally, I would like to wish everyone a Happy Lunar New Year and prosperous Year of the Snake! Tackling problem gambling – what can your council do?

As part of the VLGA’s ongoing advocacy on gambling reform, the Association is hosting an interactive forum for councillors to discuss the role of local governments in problem gambling policy in Victoria.  Guided by an expert panel comprised from a range of stakeholders, the forum will explore these topics:
* working with local government leaders to tackle the issue of problem gambling
* why should local government get involved in advocacy on gambling regulation?
* changing the culture: taking a public health approach to addressing problem gambling.

VLGA meets with Ministerial Committee on Differential Rates Guidelines
The VLGA met with the Ministerial Advisory Committee on Differential Rates Guidelines, comprised of Parliamentary Secretary for Local Government, David Morris and upper house member David O’Brien, on Friday 8 February.  The committee met with local government peak bodies last week and will be holding regional and metropolitan meetings for local governments and other stakeholders around the state.  The VLGA argued strongly in favour of local governments retaining the capacity to use differential rates to address important social issues; provide incentives for land use and development, and address the higher service requirements of some large scale industrial developments.  The VLGA presented a range of issues and concerns about the draft guidelines, drawing on our recent consultation with local governments.  We will be distributing the results of our recent survey on differential rates shortly.  Submissions on the draft guidelines close on 28 February and we urge councils and other interested stakeholders to prepare submissions.

VLGA Submission – Walking, Riding and Access to Public Transport draft report
The VLGA has submitted a response to the above draft report of the Major Cities Unit of the Department of Infrastructure and Transport.  The VLGA recommendations included:
* a National Walking Strategy be prepared to facilitate a growth in the number of Australians walking
* an infrastructure plan to implement the Strategy
* federal funding for walking infrastructure and safety measures, set at a fixed proportion of commonwealth transport expenditure
* federal funding be made available directly to local governments to improve access to public transport and active transport behaviour change.

Creating employment opportunities for Aboriginal and Torres Strait Islander Australians
At the VLGA’s 2013 Essential Mayors’ Weekend, the Minister for Local Government spoke about the low level of employment of Aboriginal people in local governments across Victoria.  A number of mayors have since asked for the VLGA’s advice on how to improve and enhance their local government’s employment practices, so as to increase the number of local Aboriginal people employed in council activities.  The VLGA has developed a Good Governance Grab which provides advice in direct response to these requests.

NAIDOC 2013 theme announced
The theme for NAIDOC Week 2013 is ‘we value the vision: Yirrkala Bark Petitions 1963’.  This year’s theme proudly celebrates the 50th anniversary of the presentation of the Yirrkala Bark Petitions to the Federal Parliament.  For more information about NAIDOC week and this years’ theme visit the NAIDOC website, or visit NAIDOC on Facebook.

Minister appoints Waste and Resource Recovery MAC
The Hon Ryan Smith, Minister for Environment and Climate Change has appointed the members of the Ministerial Advisory Committee (MAC) on Waste and Resource Recovery Governance.  The members are Lydia Wilson (Chair), Simon Corden and Paul Clapham. Stakeholder consultation will form a key part of the work of the MAC until late March.


Funding opportunities

Diversity and Social Cohesion Program

The Department of Immigration and Citizenship's Diversity and Social Cohesion Program application round for 2013-14 has opened and closes at 5pm on Friday 1 March 2013.  Community organisations can apply for funding of up to $50,000 to develop projects that aim to address issues of cultural, racial or religious intolerance or to develop community capacity-building skills.  Projects must provide an opportunity for participation and interaction by different members of the community. 

Digital Futures Fund - round two now open
Expressions of interest are now open for stage one of round two of the Victorian Government’s Digital Futures Fund.  Applications close at 2pm on Thursday 7 March 2013.

Funding for communities in Coburg Hill and Plenty River
Satterley Property Group has launched community funds to celebrate the second and fifth birthdays of the Coburg Hill Estate and the Plenty River and Riverstone estates respectively.  Community groups and organisations in a number of surrounding suburbs are eligible to apply for up to $1,500 in funding.  Email for more information or call 1300 955 529.

It’s February - it seems the whole country is now in election mode, and it’s the same for us here at the VLGA.  Nominations for positions on the VLGA Board have now closed.  Voting opens at 9am on Thursday 7 February and closes at 5pm on Thursday 14 February, 2013.  Visit our website to see a list of candidates for each category.  If you are interested to hear from candidates before you cast your vote, come along to our Meet the Candidates’ Leading Edge Forum (LEF) on Thursday – register your attendance online.  On the topic of VLGA events, our ‘Putting Together Your First Council Plan’ councillor development session on 14 February has been fully subscribed, and as there is so much interest we will hold another session soon - stay tuned for information.  Councillors can scroll to the registration details below.  It is a very busy time at the VLGA.  Last week, we sent a member update to all member mayors, councillors and CEOs.  This update was to let you know about the VLGA’s achievements during the second half of 2012 and what we are planning for 2013.  You might like to add this to a briefing agenda, and as we are currently planning our calendar of visits to member councils you might also like to arrange to have us visit you over the coming months.  Finally – save the date!  The VLGA’s Essential Councillor Weekend will be held on 18 and 19 October 2013 and more information will be sent out soon.  Have a great week.

VLGA State Budget Submission

The VLGA’s State Budget submission has been delivered to the Treasurer.  In our submission we identify four key objectives including nine policy and service priorities to be considered for inclusion in the 2013 State Budget.  The four key objectives are:
* working with local government to improve local government: where we focus on the need for a review of local government legislation, and integrating performance reporting into local governance
* partnering with local government to facilitate planning and development: including an emphasis on transport orientated development; identifying surplus land to achieve socially beneficial development and support for the implementation of planning zones
* enhancing local government capacity to respond to financial challenges: where we have called for resources to assist develop the skills of local councillors and to assist rural councillors to access training and development
* strengthening communities and local government: which includes enhancing community understanding of local government; supporting women’s participation in local government and a proposal to boost productivity and secure local business in Victoria’s regions.

Successful Metropolitan Strategy Roundtable

The VLGA held a successful roundtable discussion with a diverse group of councillors, senior officers and leading urban planners on the metropolitan planning strategy.  The roundtable is the VLGA’s first stage of consultation with local government and urban policy experts and this will inform our response to the ‘Melbourne, let’s talk about the future’ discussion paper which has been developed by the Ministerial Advisory Committee on Planning.  The VLGA welcomes any feedback and responses to the discussion paper.  Please contact Toby Archer, Director Policy via email to provide your thoughts.

Update on Constitutional recognition referendum
The Joint Select Committee on the Constitutional Recognition of Local Government will hold a second public hearing on 20 February 2013 to hear from local government bodies and Commonwealth agencies that have provided submissions to the inquiry.  Learn more in the Australian Local Government Association (ALGA) news.

Councils urged to have their say on draft Ministerial rates guidelines

It was interesting to note comments from the Victorian Farmer’s Federation (VFF) President in The Weekly Times on 30 January regarding the Minister’s announcement of the draft Ministerial guidelines for differential rates.  The VFF says the new guidelines are unlikely to make much difference, and they would be continuing their push for a “wide-ranging Government inquiry into how councils were financed”.  The VLGA is urging local governments to have their say on the Victorian Government’s draft Ministerial guidelines for differential rates.  You can download the draft guidelines; read the discussion paper; register to attend a public forum and make a submission online.   Consultation ends at 5pm on Thursday 28 February 2013

             
What are the issues in local democratic representation?
The VLGA hosted a roundtable on 31 January with representatives from Victorian local governments, five state peak bodies, the City of Sydney, the Victorian Electoral Commission and Latrobe University.  The roundtable was conducted as part of the VLGA’s partnership with the Australian Centre of Excellence for Local Government (ACELG) to analyse the approaches taken across the country to address the question of representation.  The research is looking at voting structures and their impact on local democratic process; the roles of mayors and deputy mayors; approaches to the role and remuneration of councillors and the critical relationship between council administration and elected members.  The roundtable tested the literature review of state and territory policies and legislation, and the next phase will be a process of consultation through interviews, focus groups and discussions.  Invitations to host focus groups and further information will be circulated from next week.

Insurance companies put on notice regarding fire services levy
Media reports last week noted that insurance companies may incur fines of up to $10 million if they continue to charge customers for Victoria's fire services levy.  From July the Levy will be collected by local governments via a property-based system, in what State Treasurer Kim Wells says is “the biggest state-based tax reform in decades.”  The Victorian Government has budgeted $53 million for the transition to the new system which the VLGA hopes will enable local governments to implement and cover all expenses incurred in the process, to avoid further cost-shifting.

The Keep Australia Beautiful Victoria Awards 2013, incorporating the Sustainable Cities and Tidy Towns – Sustainable Communities awards are now open for entries.  The awards recognise and celebrate positive actions taken by communities in Victoria to protect and enhance their local environments.  With 10 community and environmental categories to choose from, entries are sought from community groups, councils, schools, young leaders and individuals.  Learn more about the awards and how to enter online.
