President’s Message
How wonderful to see so many National Close the Gap Day celebrations and events around Victoria on Thursday.  Australia’s largest ever Aboriginal and Torres Strait Islander health campaign has been run by Oxfam Australia since 2006.  In 2012 alone, more than 130,000 Australians joined National Close the Gap Day to show their support, to talk about, to spread the word, and to take action to improve Indigenous health.  You can download the Shadow Report 2013 and it’s not too late to sign the Close the Gap pledge.  Numerous Harmony Day celebrations also took place across Victoria last Thursday and the VLGA participated with staff members bringing in a plate of food to share, which represented their cultural heritage.  This was a fun (and tasty) way to acknowledge and respect cultural diversity.  I feel energised by the VLGA’s Board meeting and strategic review session last week.  We spent a day reviewing issues for the local government and community sectors, and our Association’s proposed responses to these.  More information soon as we reveal our developing strategic plan ideas.  I look forward to seeing many of you around and about - please don’t hesitate to be in touch on 0407 364 509 if I can be of assistance.

The Council – CEO Relationship: Managing Performance

The VLGA’s councillor development session on managing CEO performance last Wednesday evening attracted wide interest and we are looking to deliver a similar session in regional locations – stay tuned for more information.  In the interim, don’t forget to refer to the VLGA’s CEO KPIs Good Governance Grab and read our other Good Governance Grabs which provide councillors with useful practical advice on a range of issues.

Melbourne’s voting rules under review
An article in The Age (19 March) reported that Minister for Local Government Jeanette Powell will review the rules for the Melbourne City Council elections.  As reported in previous eNews editions, the VLGA will be undertaking a public conversation to enhance our collective understanding of the challenges of local government and opportunities for improvement.  Our April Leading Edge Forum will provide an opportunity for VLGA members and supporters to contribute via a two-hour workshop.  This work complements our research partnership with the Australian Centre of Excellence for Local Government (ACELG) undertaking a comparative study of representative governance arrangements for local governments across Australia.    Please email Toby Archer, Director Policy for more information.

Barriers to effective climate change adaptation
On 14 March the Productivity Commission launched the Barriers to Effective Climate Change Adaptation Inquiry report.  The VLGA submitted to the Inquiry and our comments, as referenced in the Inquiry report, focused on determining the appropriate balance between protecting public and private property versus the environmental and amenity aspects of coastal areas; the significant issues for local governments in raising enough revenue to manage climate related impacts on infrastructure; and our work in supporting local governments with community adaptation strategies.

New report - environmental profit and loss
On 19 March  the strategic audit report Co-benefits: the rise and fall of environmental profit and loss was tabled in the Victorian Parliament by The Hon Ryan Smith MP, Minister for Environment and Climate Change.  In this year’s report, Victoria’s Commissioner for Environmental Sustainability considers improved resource efficiencies in government operations and the co-benefits not only for the purposes of environmental sustainability but also the social benefit and fiscal responsibility.

Research shows people will walk as transport
In the VLGA’s recent submission to the Walking, Riding and Access to Public Transport draft report we recommended:
* a National Walking Strategy be prepared to facilitate a growth in the number of Australians walking
* an infrastructure plan to implement the Strategy
* federal funding for walking infrastructure and safety measures, set at a fixed proportion of commonwealth transport expenditure
* federal funding be made available directly to local governments to improve access to public transport and active transport behaviour change.
This article Build it and they will walk – the suburbs that foster good health from The Age (19 March) profiles longitudinal research from the University of Melbourne and partners showing that if we “design suburbs so walking to public transport, shops and parks is an easy option, people will walk” – simple and common sense, and an argument many local governments have been making for some years.

Celebrating carbon neutrality with Melbourne, Moreland and Yarra
At the Northern Alliance for Greenhouse Action (NAGA) breakfast on Tuesday morning, presentations were made to the Cities of Melbourne, Moreland and Yarra on their certification as carbon neutral by Low Carbon Australia.  The VLGA was pleased to be represented by our CEO Maree McPherson at this important event and we congratulate our three member local governments on their achievements.  According to NAGA, carbon neutral certification is a very tangible demonstration of local government leadership in climate change action, and the journey to carbon neutrality is composed of many small steps, together adding to lowered emissions, substantial cost savings, demonstrated leadership for their communities, and effective climate change action. 

Can tax reform reduce problem gambling?
In the article Why tax reform can help reduce problem gambling from The Conversation (18 March), Charles Livingstone, Senior Lecturer Global Health and Society at Monash University makes an argument that funding harm minimisation is important for governments.  Charles was a panellist at the VLGA’s recent councillor session Tackling problem gambling: what can your council do?

Migration and multiculturalism report tabled

 Last Monday, the Joint Standing Committee on Migration tabled its report entitled Inquiry into Migration and Multiculturalism in Australia.  The report received bi-partisan support and made 32 recommendations after receiving over 500 submissions and holding 27 public hearings over a two-year period.  The report found that Australian multiculturalism is a success story, and stands as a good example to the world on how to build a cohesive society.  The committee’s recommendations include: rebuilding Australia’s research capacity in this field, especially in qualitative research; factoring cultural and linguistic diversity into the Government’s Social Inclusion Agenda, greater flexibility in English language training and support for micro enterprises, especially for women.  The Committee found Job Services Australia needs to improve its delivery of services to people of diverse backgrounds, including refugees.

2013 Heart Foundation Healthy Community Awards NOW OPEN
The Heart Foundation Healthy Community Awards provide an opportunity for local governments to celebrate their achievements and receive recognition for their commitment to creating healthier communities.  Not only do you have the chance of receiving a high level of recognition for your healthy community work, but you could also receive part of $38,000 in cash awards.  If you have a range of initiatives that are contributing to creating a healthy community and you would like to share and showcase your work enter the awards by the closing date of 17 May.

Code of Best Practice for engagement with the NFP sector

The Minister for Social Inclusion, the Hon Mark Butler MP released the draft Code of Best Practice for Engagement with the not-for-profit sector (Engagement Code) for public consultation on 18 March to mark the third anniversary of the National Compact: working together.  Interested parties can make submissions on the draft Engagement Code until 29 April 2013. This Engagement Code will be a practical reference tool for Commonwealth public servants and will strengthen engagement practices between the Government and NFP organisations.

* increase community participation in the electoral process
* enhance transparency and accountability
* ‘raise the bar’ on election campaign conduct.

President’s Message
Following Premier Napthine’s cabinet reshuffle I have written to congratulate Minister Powell on retaining her portfolio and a number of other ministers on their responsibilities.  This week, the VLGA Board will have our second meeting of the term and we will be on strategic retreat to consider our aspirations and priorities for the Association for the future, so we will be well-placed to put our ideas to the Premier and his ministry.  Dr Napthine had a wonderful start to his Premiership with the induction of twenty new women named as the 2013 inductees to the Victorian Women’s Honour Roll – congratulations to them all.  Don’t forget we still have a few places available at our councillor development session ‘The Council – CEO Relationship: Managing Performance’ so make sure you scroll below to register and don’t miss out.  Also this week we celebrate Cultural Diversity Week - a time when Victorians have an opportunity to share aspects of their culture, faith and language, and celebrate the benefits multiculturalism brings to our State.  I wish my many local government colleagues success with your activities celebrating multiculturalism in your local areas this week.  I look forward to seeing many of you around and about - please don’t hesitate to be in touch on 0407 364 509 if I can be of assistance.

Upcoming VLGA Ministerial Meetings

The VLGA met with Shadow Minister for Planning Brian Tee last week, and will meet with Shadow Minister for Local Government, Richard Wynne this week.  Our next meeting with Minister Powell is scheduled for 10 April where we will be presenting the VLGA’s State Budget Submission.  A meeting has also been set with Minister Guy on 9 April, to discuss the VLGA’s response to the metropolitan planning strategy consultation process.  Other ministerial and shadow meetings are scheduled.  For further information contact CEO Maree McPherson via email

Differential rates draft ministerial guidelines
Following our survey on differential rates  as reported in last week’s edition, the VLGA has provided the Government with our response to the discussion paper and draft ministerial guidelines on differential rates.  The VLGA believes that local governments should be free to work with their communities to develop rating strategies and policy responses to their unique circumstances.  While the draft ministerial guidelines provide an appropriate structure to guide the development of differential rates, they could be considerably improved.  We believe the guidelines should focus on achieving good practice rather than prohibiting certain differential rates.  To achieve this, the guidelines require amendments to remove ambiguity and the prescriptive definitions of types or classes of land.  The VLGA is also concerned about implementation of the guidelines.  Local governments require greater clarity regarding how the Minister will arrive at a decision to prohibit differential rates that are inconsistent with the guidelines, whether consultation or feedback will occur and how such differential rates will be identified.  The VLGA has recommended the Victorian Government supports a capacity-building program for local government leaders to develop and effectively communicate strategies for financial sustainability.

Lack of State support continues to plague constitutional recognition
Federal Local Government Minister Simon Crean has noted the "issue of timing" following the release of the Joint Select Committee on Constitutional Recognition of Local Government's final report last week.  The report recommends a referendum on constitutional recognition of local governments at the time of the September 2013 federal election.  Minister Crean’s media release of 11 March noted "the only dissent is whether there is time".  Constitutional recognition requires bi-partisan political support and a “Yes” from all states if it is to succeed.  The VLGA understands that the Victorian, New South Wales, Tasmanian and Western Australian Governments have maintained their stance of non-support for financial recognition of local government in the Australian Constitution.

Tackling problem gambling – what can your council do?

Last Thursday evening the VLGA hosted a free session for councillors and accompanying officers on the challenges associated with local government action to tackle problem gambling in local communities.  The intent of the session was to engage a broader audience of councillors on the topic, post the October 2012 local government elections.  Thank you to those who attended this very useful event in assisting the VLGA to examine our future leadership on this issue for local governments and communities.

TAFE funding announced

Premier Napthine has announced new funding to support Victoria’s TAFE colleges.  The Victorian Government has released the Independent TAFE Review Panel’s report on vocational education and training, as well as the Government’s response, Next Steps for Refocusing Vocational Training in Victoria – Supporting a Modern Workforce.  An additional $200 million across four years will be provided to support innovation and structural reform in TAFE.

New publication examines local government’s role in reducing alcohol related harm
Local government is a key setting for the prevention of alcohol and other drug problems and harms. But do local councils have the scope and power to influence the way in which alcohol is sold, purchased and consumed within their borders?  Sharing responsibility, the latest publication in the Australian Drug Foundation’s PolicyTalk series, highlights opportunities for all three tiers of government to work together to develop more powerful alcohol-harm reduction interventions.

President’s Message
Last Thursday’s VLGA Leading Edge Forum was thoroughly engaging and the audience of councillors, officers and community members learned a tremendous amount about the metropolitan planning strategy (MPS) and its implications for Melbourne, regional cities and the wider State.  If you couldn’t be there, tune in to our webcast at any time to hear quotes from speakers such as:
“…the State Government is not the natural custodian of metropolitan strategies…”
“…we need to break the nexus in thinking that the MPS is a document just linked to planning schemes…”
“…great cities don’t just happen…”

VLGA Good Governance Grab – ‘The Council Plan: Setting the Agenda for the Term’

Following the VLGA’s two successful councillor development sessions ‘Putting together your first council plan’, we have issued our latest Good Governance Grab.  This publication is designed to provide clarification and tips on the council planning process and the councillor’s role in this.  While councillors are responsible for setting strategy and determining priorities throughout the council term, developing the Council Plan presents councillors with an opportunity to work with their fellow councillors, the council administration and the community to document the council’s objectives and strategies for the next four years.  The VLGA’s Good Governance Grabs are issued throughout the year to assist councillors and officers to consider a range of themes.

Women’s leadership growing in local government

Minister Powell marked International Women’s Day with a media release applauding the fact that women have an increased leadership role in Victorian local government, following the 2012 council elections and the VLGA’s Think Women for Local Government 2012 Project.  You can read Minister Powell’s release online.

Traditional Owner Settlement Act 2010 – draft guidelines for Victorian Traditional Owner Groups seeking a settlement

The Department of Justice is seeking public comment on its ‘Draft Threshold Guidelines for Victorian Traditional Owner Groups seeking a Settlement under the Traditional Owner Settlement Act 2010.  The VLGA encourages local governments and communities to respond to the draft guidelines by the deadline date of Friday 5 April.

Human Rights reporting – closes the end of this week!
The Victorian Equal Opportunity and Human Rights Commission (VEOHRC) is preparing its 2012 report on the operation of the Charter of Human Rights and Responsibilities.  Each year the VEOHRC asks local governments to report on how they are complying with the Charter through an online survey.  You can find a link to the survey and information on the VLGA website.  Reports from local governments are due this Friday 15 March.  Make sure your local government responds.

No support yet on superannuation liability
In an article in The Weekly Times on 7 March, it was reported that both the Australian and Victorian Governments are denying responsibility for assisting local governments with the Local Authorities Defined Benefits Superannuation Scheme top-up.  The VLGA lobbied all Victorian federal MPs last year for their assistance to return to an unfunded scheme.  In the article, a spokeswoman for Minister Shorten describes the issue as one for local governments and the Victorian Government; while Victorian Local Government Minister Jeanette Powell was clear that the matter comes under federal legislation.  This is an unhelpful ‘stand-off’ and one which the VLGA is keen to see resolved quickly in the interests of local governments in Victoria who could be asked to make other top-ups to the fund in future years.

Service Sector Reform Project
The Service Sector Reform Project, which is being independently led by Professor Peter Shergold AC, in partnership with the Department of Human Services (DHS) and the Victorian Council of Social Services (VCOSS) is investigating ways to help improve outcomes for those in need while adjusting to the increasing cost and demand pressures which face the whole community services system.  VLGA community chapter and local government members may be interested in Professor Shergold’s discussion paper, Towards a more effective and sustainable community services system.  Visit the VCOSS website for more information

Supporter of the Year for social procurement
Social Traders together with Foresters Community Finance are running the Australian Social Enterprise Awards.  As part of the Awards, a category has been developed to recognise businesses and government departments that are actively engaging social enterprises in their supply chain.  Read the criteria and apply before Thursday 21 March 2013.

The Australian Centre of Excellence for Local Government (ACELG) has released a new scoping study that explores the relationship between social enterprises and local governments.  Entitled Social Enterprises and Local Government: A Scoping Study the paper outlines current knowledge about local governments in Australia and overseas working with social enterprises to achieve collaborative place-based solutions to current challenges facing communities.  You can read more about the report, and download it in full at the ACELG website.

This conference will explore ideas and strategies for innovation and reform in local government and local communities.  Some local governments in Australia and around the world have introduced precincts for citizens to meet, deliberate, and introduce innovations. In local governance, there is interest in the idea of local precincts in several different areas. This conference aims to identify and develop innovation and reform ideas that empower local communities and introduce new enabling roles for local government. It will also explore various changes in the culture and structure of local government that are needed if they are to perform these enabling roles. Social procurement involves the purchase of goods or services and social outcomes.  Interest in social procurement has been growing since 2010 when resources were developed and projects were undertaken to support local government in Victoria to socially procure.  So what’s happening? Who is doing what? Who is doing it well? How can we continue to progress this vital work?  This half day forum is designed to provide opportunities to:
* meet and network with other local governments that are interested in, developing or undertaking social procurement
* hear from a panel of organisations that are socially procuring

President’s Message
Welcome to autumn, the season of change!  This is also the week in which we celebrate International Women’s Day (IWD) on Friday 8 March.  I am aware that many local governments are supporting or have their own celebratory activities throughout the week. In 1911, IWD was honoured the first time in Austria, Denmark, Germany and Switzerland on 19 March.  More than one million women and men attended IWD rallies campaigning for women's rights to work, vote, be trained, to hold public office and end discrimination.  IWD is now an official holiday in many countries around the world.  At the VLGA this week we will be reflecting on the success of the Think Women for Local Government 2012 Project and the achievements of women councillors and community board members who have gone before us over many years.  Follow on Twitter @womensday #womensday.  Last week the VLGA wrote to all the winners of the LGPro Awards for Excellence.  I was very pleased to be a guest at the LGPro Conference dinner where the awards were presented and I congratulate LGPro and their President Dennis Hovenden and team on another successful conference.   I look forward to seeing many of you around and about - please don’t hesitate to be in touch on 0407 364 509 if I can be of assistance.

Keeping you up to date

Planning the ‘twenty-minute’ city?

On Saturday, about 1000 people attended a planning forum in Melbourne which was opened by Premier Baillieu and Planning Minister Matthew Guy.  The Premier talked about his vision of Melbourne as a ‘twenty-minute city’, and the option of developing a new metropolitan planning authority.  VLGA members can still have their say on the Metropolitan Planning Strategy as the deadline for submissions has been extended to 28 March.  The submission guidelines are available via Plan Melbourne.  Don’t forget to register for the VLGA’s March Leading Edge Forum being held this Thursday:  the Melbourne Metropolitan Planning Strategy - what does it mean for the future of Melbourne and Victoria? VLGA differential rates survey findings

During January, the VLGA conducted a survey on the current and future use of differential rates.  The full survey report is available here.  All local governments were invited to complete the survey, which provided an opportunity to express any issues or concerns about the introduction of Ministerial Guidelines on Differential Rates.  Just over 60 per cent of Victorian local governments responded.  The key finding of the survey is that differential rates are used as part of sophisticated long-term strategies rather than as ad hoc, short-term or politically motivated decision-making processes.  Other findings include:
* many local governments indicated their concern or opposition to the introduction of the Ministerial power to prohibit certain differential rates
* differential rates are generally developed as part of a longer-term financial strategy and are based on sound taxation principles, with equity, capacity to pay and the unequal distribution of benefits to different ratepayer classes as key motivating factors
* differential rates are communicated and subject to scrutiny by residents and ratepayers - almost all are detailed in rating strategies, which explain rating decisions in publically available documents
* local governments would prefer guidelines which reinforce the relationship with strategy and policy outcomes rather than those which are prescriptive
* concerns about the lack of time to amend budgets currently in development means almost all local governments intend to proceed with current differential rates in their 2013-14 budgets.

Planning for resilience: councillors setting the agenda with strategy and policy
The VLGA will be providing a free training session on Monday 8 April for councillors, aimed at maximising councillor input across key plans and strategies and developing awareness of integrated approached to urban change.  Part of our Resilient Neighbourhoods project councillor program is based on a training module which we are currently providing to officers.  The session is provided as a follow up to the VLGA’s councillor training on council plans, the Council-CEO relationship, and how to tackle problem gambling.   Find out how to register online.  We will be announcing further dates shortly and we are currently planning a session in regional Victoria.

VLGA submission to inquiry into promotion of gambling in sport
Last week the VLGA made a submission to the Inquiry into the Advertising and Promotion of Gambling Services in Sport.  In our submission we recommended:
* a national code for gambling advertising restrictions and sponsorship, similar to those for tobacco and alcohol, be developed
* a national harm minimisation program including a public awareness campaign to be broadcast during live sporting events and broadcasts
* that resources be allocated for research into how the gambling industry’s marketing strategies affect the behaviours of particular groups e.g. young male sports fans and children.

New handbook for Indigenous employment

Following on from the release of the VLGA’s recent Good Governance Grab ‘Creating an employment culture for Aboriginal and Torres Strait Islander Australians’, we thought members might be interested to see that GenerationOne, Reconciliation Australia and Social Ventures Australia have released ‘Everybody's Business: A Handbook for Indigenous Employment’.  The handbook was developed in close consultation with Aboriginal and Torres Strait Islanders and organisations.  It shares the knowledge and experiences of employers helping to break the cycle of disadvantage through employment.  The handbook helps employers to make their recruitment processes more accessible to Aboriginal and Torres Strait Islanders, and to tweak their practices to try and screen candidates in instead of out.

ACELG releases local government revenue paper
The Australian Centre of Excellence for Local Government (ACELG) has released its latest Working Paper, ‘In Our Hands: Strengthening Local Government Revenue for the 21st Century’.  The paper has been a collaborative effort of ACELG and many partners.  It has been written for practitioners in local government, with the intent of stimulating thought and action.  A two-page summary of the paper’s findings is also available.

Staying safe in a hotter Australia

The VLGA has been active in working with our members and partners in recent years on projects to support local governments and communities with adaptation to a changing climate through toolkits such as our Liveable and Just Toolkit and the Resilient Neighbourhoods training package development.  In this interesting article from The Conversation, Hilary Bambrick, Associate Professor, Centre for Health Research at University of Western Sydney, explores whether Staying safe in a hotter Australia might depend on your income.


Funding opportunities

Anzac Centenary Local Grants Program

The Anzac Centenary Local Grants Program will enable and empower communities across Australia to commemorate the Centenary of Anzac in their own way.  Communities are encouraged to start identifying local initiatives that recognise Australian service during the First World War.  A committee will be created in each electorate to work alongside local Federal MPs on grant proposals.  Grant funding will be available in 2013-14.

‘Tell us your Harmony story’ competition

Youth participation and the Arts

In this free session, Kate Duncan will team up with participants of Darebin City Council’s youth-led record label Decibels Records, to talk about how organisations can provide opportunities for young people interested in pursuing a career within the music industry.
