President’s Message
Last week the realities of the federal budget received some long overdue scrutiny by the media and economics commentators.  Sparked by the prediction of a decade of deficits by the Grattan Institute, the sustainability of current expenditure, declining revenues and the use of deficits and debt were explored to a level of detail sadly lacking before now.  As John Daley from the Grattan Institute said, for the past decade Australian governments have squibbed the hard decisions.  ‘Now courageous leaders must step forward and ensure our prosperity for future generations’ said Daley.  Given most local governments are in the process of developing and endorsing annual budgets, including rate rises, it is appropriate for our sector to reflect on whether councils are asking the hard questions of themselves and actively engaging in responsible and sustainable financial decision making.  At the VLGA, we've explored this theme quite a bit recently at our Essential Mayors’ Weekend and a past Leading Edge Forum.  The VLGA believes local governments need to grasp all available opportunities to control their own destiny.  This is by no means an easy process, but the challenges of the federal government described above demonstrate the dangers of not carefully considering the capacity to raise revenue in a responsible manner.  As councils endorse budgets for public consultation, it’s worth reflecting on the key questions councillors should be asking and feel they should be able to answer.  At our Essential Mayors' Weekend in January, John Comrie argued that councillors and mayors should be able to cover off on these key questions:
* Are current and preferred future service levels sustainable?
* What needs to be done to achieve/maintain financial sustainability?
* Are debt levels reasonable?
* How does the level of rates and system of rating compare with elsewhere?
* What is the average amount payable?
* Is the system fair – could it be improved?
* If the level of rates generated needs to significantly increase can this be readily explained to the community?
Now that the differential rates issue has been finalised, the VLGA is arguing that it’s time for local governments to work together to develop our capacity to set our own destiny.  It’s also interesting to note that financial sustainability is entering the arguments around amalgamations and potential change in New South Wales local governance.  I hope those of you with ANZAC day commitments last week enjoyed meeting with people in your local community and seeing the strong renewed interest in this part of our culture.  I look forward to seeing many of you out and about and please don’t hesitate to be in touch on 0407 364 509 if I can be of assistance.

Democracy in Denmark – what can television teach us about councillor conduct?

Many local governments have recently adopted their councillor code of conduct.  The VLGA has assisted several local governments with this process in the past months.  Through the Councillor Code of Conduct review, it is worth reflecting on the culture of local government decision making and how councillors have to conduct themselves as decision makers operating in a system very different to the prevailing political culture.  Local government in Victoria is very different to the other levels of government.  We don’t have governments and oppositions.  Councillors must negotiate and cooperate to achieve their objectives.  This is at odds with how decision makers at other levels have to work.  It is sometimes difficult and we should not expect that all councillors will automatically be able to work in a cooperative manner all the time.  As many have observed, cooperation is hard and our ability to ‘do’ in modern society has diminished.  An upcoming TV series from another political culture might just be worth viewing for councillors to help enhance a vital skill in the councillor toolkit.

These tables and the website are part of a collaborative project between the VLGA and the Greater Dandenong City Council.

Public libraries consultation
Public libraries are used more than any other community service in Victoria and usage continues to increase.  The VLGA is currently developing our submission to the Stage 2 Discussion Paper on the Review of Victorian Public Libraries.  The VLGA has a number of concerns about the proposed ‘Victorian Library’ model and the way in which it might affect local governments and library users.  In our view, the significant structural changes proposed will not necessarily lead to major gains for those who manage and provide library services or for library users.  Many of the identified benefits of the new model, such as better economies of scale or the acquisition of ‘shelf ready’ materials are already being successfully put in place under current arrangements.  The VLGA sees inadequate funding of public libraries as the major impediment to the development of quality services across all of Victoria.  Our concern is that further cost shifting, or the introduction of funding arrangements that rely on cross subsidisation will not achieve desired outcomes and could lead to metropolitan and rural councils being in conflict over available funding.  We are currently gathering feedback from our members which will inform our submission.  Responses can be emailed to Peter Yates.

Proposal to ban commentators promoting live odds
Last week, Free TV Australia released its proposed amendments to the Commercial Television Code of Practice.  The amendments would stop commentators and their guests promoting live odds but still allow sponsored segments to promote the odds whenever the game is not in play, such as during a scheduled break or suspension of play.  This follows the parliamentary Inquiry into the Advertising and Promotion of Gambling Services in Sport. The VLGA made a submission to the Inquiry and recommended:
* a national code for gambling advertising restrictions and sponsorship, similar to those for tobacco and alcohol, be developed
* a national harm minimisation program including a public awareness campaign to be broadcast during live sporting events and broadcasts
* that resources be allocated for research into how the gambling industry’s marketing strategies affect the behaviours of particular groups e.g. young male sports fans and children.
Free TV’s proposal is open for public comment until 20 May, 5pm.

Smoke-free outdoor areas consultation closes 17 May
Victoria is the only state in Australia that has not committed to, or already introduced, a ban on smoking in outdoor dining and drinking areas.  Right now, the Health Minister is asking for people to have their say on banning smoking at some public places: children’s playgrounds, public swimming pools and sea baths, skate parks and children’s sporting events.  The proposal doesn’t include outdoor dining and drinking on the list of bans.  For VLGA members interested in the banning of smoking in outdoor areas you can send your submission to the State Government through the Keep Fresh Air Fresh website.  Keep Fresh Air Fresh is supported by the Heart Foundation, Quit Victoria, Asthma Foundation Victoria, Australian Medical Association (Victoria) and Cancer Council Victoria.

Call for submissions – Beyond the Edge: Australia’s first Peri-Urban Conference
On 1-2 October 2013, the Community Planning and Development Program, La Trobe University and the School of Global, Urban and Social Studies, RMIT University, will co-host Beyond the Edge: Australia's First Peri-Urban Conference.  The purpose of this conference is to capture national attention and bring together international, national, metropolitan and regional perspectives on this increasingly important research, policy and practice agenda. The conference will examine the major issues that are emerging in settlements beyond the city's edge and how communities, government and other service providers are responding to challenges and opportunities in these rapidly changing landscapes.  The conference themes are:
• Securing food, water and the environment in Peri-urban regions
• Providing for Community Change in Peri-urban regions
• Peri-Urban Policy and Governance.

Boosting vitamin D levels for healthy workers
The Cancel Council Victoria has reminded us it’s that time of year when local government staff and office workers should start thinking about vitamin D for bone and muscle health.  Those who work indoors particularly need to make midday sun exposure a priority. In Victoria, UV levels are low from May – August.  Check out SunSmart’s free e-course for indoor workers to learn how to protect from UV while ensuring some sun for vitamin D.

Funding opportunities

Grants for culture, arts, tourism and community heritage

Grants of up to $20,000 are available through the Culture, Arts, Tourism and Community Heritage (CATCH) program. This program supports projects, events and activities that enhance the cultural, arts, tourism and community heritage aspects of small rural and remote communities across Australia. This funding is being made available by the Foundation for Rural & Regional Renewal.

President’s Message
In last week’s eNews the VLGA provided an update on the Planning and Environment Amendment (Growth Areas Authority and Miscellaneous) Bill 2013.  The Bill passed parliament last Thursday and will now go to the Governor for Royal Assent.  Despite advocacy from some MPs and local governments, this Bill did not go through any consultation process with the sector and has raised concerns from a number of councils with changes to sections of the Act which deal with local government’s responsibilities.  This is yet another example of the failure of the Victorian State Local Government Agreement and we urge the Minister for Local Government to advocate to her colleagues for dialogue with the local governments on legislation that impacts them.  There’s a lot of other planning news this week with several announcements from Planning Minister Matthew Guy below.  At our meeting on Thursday, the VLGA Board considered the first stage of our redeveloped strategic plan for the organisation and how we will support our members through advocacy and services.  We look forward to providing you with more information over the coming weeks.  I look forward to seeing many of you out and about and please don’t hesitate to be in touch on 0407 364 509 if I can be of assistance.

Keeping you up to date

Stopping racism in local communities

Several VLGA members have recently asked us for information about how local communities and individuals can tackle racism and hate.  The recent media attention on this issue, prompted by outbursts and attacks on citizens using public transport has led to many people in the community being concerned about how to challenge such behaviour.  There are some terrific resources from the Victorian Equal Opportunity and Human Rights Commission through their anti-hate campaign.  It’s also worth checking out the Racism. It Stops with Me campaign from the Australian Human Rights Commission.  The City of Darebin’s Anti-Racism Strategy 2012-2015 is featured as a case study on the campaign website.  Frankston City Council has also announced ‘Multicultural Express,’ a plan to tackle racism and anti-social behaviour along the Frankston train line.  This is a terrific example of a local government addressing racism and celebrating multiculturalism, creatively.

Victorian Auditor General’s reports tabled
On 17 April, the Victorian Auditor General’s Office (VAGO) tabled three reports in Parliament, including Managing Traffic Congestion.  In this audit VAGO assessed whether traffic congestion is being effectively managed.  The audit found that there is no state-wide congestion and demand management framework to guide investments in congestion relief.  VAGO also found that it is not clear if planning and investment is soundly based, integrated and aligned.

UGB clarity

Planning Minister, Matthew Guy has released the Urban Growth Boundary Anomalies Advisory Committee report.  Minister Guy said the “…completion of this review will lead to some urban boundary modifications where anomalies existed. This will see the boundary applied in a sensible way”.  Submissions were received from local governments and landowners and the process had the oversight of an independent probity auditor.  Approximately eight hectares are to be included in the Urban Growth Boundary.

Poorest are top spenders when it comes to gambling
A new report has found that people in some of Melbourne's poorest suburbs are spending more on gambling than on eating out and drinking.  This article in The Australian discusses how ‘about $108 million was splurged on night-time gambling in the City of Greater Dandenong in 2011, while $102 million was spent on cafes and restaurants.’ Read the full article for more information.

Councils’ commitment to Aboriginal Victorians
Minister Powell released a consultation paper on 19 April as part of the commitment to improving engagement between Aboriginal people and Victoria’s 79 local governments.  The paper includes nine principles on the issues of access and inclusion, participation in decision-making and the importance of cultural heritage for Aboriginal people and councils to collaborate on.  The nine draft principles are a platform for building stronger relationships between local government and Aboriginal people and Minister Powell has called on local governments to affirm the principles and continue their commitment to reconciliation.  Download the consultation paper.

New planning rules on contaminated sites
Minister Guy has also released the Potentially Contaminated Land Advisory Committee Report.  In the future, old service stations, factories and contaminated sites that pose potential risk to human health and the environment will be audited following recommendations in the independent report.  The Department of Planning and Community Development will implement a number of recommendations to improve the operation of the Environmental Audit Overlay and strengthen planning guidelines.  The Victoria Planning Provisions will be amended and a new planning practice note will be published by the Department of Planning and Community Development.

Waste and recovery policy released

Getting full value: the Victorian Waste and Resource Recovery Policy was launched by Minister for Environment and Climate Change, Ryan Smith on 15 April.  The Policy sets a 30 year vision for waste and resource recovery in Victoria with policy priorities that will guide actions over the next ten years.  Download the Policy.

Advisory group focused on eliminating violence
Minister for Community Services, Mary Wooldridge has announced the Addressing Violence against Women and Children Advisory Group.  Comprised of community and government leaders, the group will provide advice and input on strategies to eliminate violence against women and children.

Built environment policies and practices for health
This webinar presentation by Dr Karen Lee, Adjunct Professor, Schools of Public Health, University of Alberta and University of Toronto covers implementing built environment policies and practices to address chronic disease.  The webinar is part of a seminar series hosted by the Victorian Department of Health, VicHealth, the Australasian Faculty of Public Health Medicine, the Royal Australasian College of Physicians, the McCaughey Centre and the Heart Foundation. Dr Lee was heavily involved in the development and introduction of Active Design Guidelines in New York.  Dr Lee does an excellent job of explaining the connections between planning, regulation, design and public health.

Forget fast food – slow down!
In this article by Lauren Williams and John Gernov (The Conversation, 15 April), the authors discuss what we can learn from the Slow Food movement and how to translate those learnings for wider social change.  The article will be of interest to community, health and social planners working in food security and nutrition.

Community Environment Grants 2013-14

The Community Environment Grants program is part of the Australian Government’s Caring for our Country initiative. The 2013-14 Community Environment Grants round will provide funding to local community groups to help them take action to conserve and protect their natural environment.  Applications are open to existing and emerging community groups, including Indigenous organisations, to undertake on-ground activities and projects that will increase the skills and capacity of their communities to protect the natural environment. President’s Message
Last week I met with Minister Guy and Minister Powell as part of the VLGA’s regular meeting schedule in the Planning and Local Government portfolios.  It was therefore interesting to see the machinery of government changes that were announced by the Premier on Tuesday afternoon with the new Department of Transport, Planning and Local Infrastructure being important to our sector.  In the meeting with Minister Guy, the VLGA outlined our response to the metropolitan planning strategy and our views on governance and institutional issues for the new metropolitan planning authority.   We came away with the impression that the new authority will be focused very much on implementation, and that the Growth Areas Authority will be incorporated into the new body, continuing to fulfil GAA functions in defined areas, administering the GA fund but taking a wider remit. Minister Guy reiterated that the development of the strategy and the new authority will be completed by end of spring.  In our meeting with Minister Powell, we put forward our views on the guidelines for differential rates (discussed below).  Minister Powell was of the view that the ministerial committee listened to all the feedback and submissions and took on board the majority of issues raised by local governments. She did not agree with our position about the timing of the introduction of the guidelines being problematic. We also discussed the review of Victorian public libraries and Minister Powell wants to see a high level of submissions from local governments on the stage two consultations.  We identified that metropolitan councils will likely be very strong in their feedback about not undermining their already stretched funding, to accommodate a Victoria-wide system.  With regards the VLGA’s ongoing advocacy for a review of the Local Government Act, while the Minister advised she will not have a budget in 2013-14 for a full review, she has overseen a time table for examining areas of the Act, which will include:
  • governance and councillor code of conduct issues
  • the electoral system
  • accountability processes and how these are currently expressed in the Act (with the introduction of mandatory performance reporting).
We discussed the recent practice note issued by Local Government Victoria on councillors voting in the chamber.  We reiterated anecdotal evidence from members about abstentions from voting, and the confusion the new laws have created.  The VLGA will be seeking your views on this in more detail so we can report further to the Minister.  That’s a lot to leave you with this week, so I look forward to seeing many of you out and about and please don’t hesitate to be in touch on 0407 364 509 if I can be of assistance.

Ministerial guidelines for differential rating
Last Tuesday afternoon, the Minister for Local Government, Jeanette Powell MP released the guidelines for differential rating which are due to be gazetted.  The guidelines have been sent to all local governments and are available online.  The VLGA issued a media release in response in which we said we believe the restrictive differential rates guidelines undermine the autonomy of local government and that they will prevent councils from working with their communities to address important local issues including ensuring the rates burden is distributed equitably.  The VLGA will issue further advice to member local governments this week about how the guidelines will be implemented.  The Minister’s additional media release on Thursday led with the line that local governments should be offering lower differential rates to farmers.
 
Planning and Environment Amendment (Growth Areas Authority and Miscellaneous Bill) 2013
A number of VLGA members have raised with us their concerns about this Bill which was introduced to the Legislative Assembly on 5 March by the Attorney-General, and has now passed the Assembly and is in its second reading.  There is concern that the sector has not been consulted about the Bill, and in particular about the amendments proposed to Sections 76 and 97 of the existing Act that propose to make the Responsible Authority under the Planning Scheme (ie. the Council) the Responsible Authority for permits issued by the Minister for Planning.  If member local governments wish to provide further feedback to the VLGA for our advocacy to the Government, please email Director Policy, Toby Archer.
 
Local Government Aboriginal Partnership Project (LGAPP) update
On Friday, Local Government Victoria provided an update on the LGAPP to all local governments.  The update document provides a summary of work undertaken to date in the project and the proposed Local Government Aboriginal Partnership Principles.  Comments are welcome on the draft Partnership Principles and can be sent to rhancock@mav.asn.au by Friday 17 May.
 
Koolin Balit: Strategic directions for Aboriginal health 2012-2022
Koolin Balit was launched by the Minister for Health at the Aboriginal health conference in May 2012.  It is the Victorian Government's strategic directions for Aboriginal health over the next 10 years.  Koolin Balit sets out what the Department of Health, together with Aboriginal communities, other parts of government and service providers, will do to achieve the government's commitment to improve Aboriginal health.  Download Koolin Balit and learn more online.
 
Benefits of the Boom?
The Regional Australia Institute has published a policy briefing on regional Australia and the resource boom.   The brief assesses the extent to which regional communities benefit from local resource developments and looks at ways they can capture a greater share of the benefits. 
 
Broadband policies explained
Many local governments and community members will be puzzling over the two policy positions of the ALP and the Coalition with regards the National Broadband Network.  This explainer article by Karl Schaffarczyk, a Law Student at University of Canberra titled A tale of two NBNs: the Coalition’s broadband policy explained may be helpful (The Conversation, 9 April).
 
Smart meters community liaison
Local governments and community groups can now access someone to talk to about Smart Meters and energy efficiency.  Community requests for meetings and presentations on energy bills and Smart Meters can be accommodated by Community Liaison Manager, Mark Travill.  As a public speaker, Mark has presented at major industry conferences on a range of energy market topics, and has also presented to industry, regulators and the media to explain the reasons behind energy price rises. Multicultural youth sport grants open for applications
The Multicultural Youth Sports Partnership Program is now open for applications. The funding provides grants to organisations of between $5000 and $50,000 to help youth from new and emerging communities and culturally and linguistically diverse backgrounds to participate in sport within their local communities.  Applications close: 2 May 2013
 
Community Safety Fund grants
Community Safety Fund grants of up to $10,000 can provide funding for communities in Victoria to implement locally based crime prevention projects. Eligible projects must address a crime prevention issue within a local community.  Applications close: 2 May 2013

President’s Message
A good sized group of mayors, councillors, former councillors, candidates and interested community members joined us on Thursday night at our special Leading Edge Forum workshop session Strengthening democracy: improving local government elections.  Thanks to all of you for attending and to the many people who have sent us their comments if they couldn’t attend.  With the 2012 local government elections completed, the VLGA Board believes it is time to reflect on how local democracy can be improved.  In the coming weeks, we will be continuing our public conversation to enhance our collective understanding of the challenges of local government and opportunities for improvement.  We will be drawing on the insights of councillors, election candidates, local government officers, community activists and voters at large to develop a stronger evidence base about what is working in local government elections and how things can be improved.  The range of feedback we received on Thursday night will contribute to our final discussion paper, so keep the information coming in!  National Youth Week has kicked off with a brilliant message to young people: Be active. Council visits – VLGA on the road again…
VLGA CEO Maree McPherson visited the CEO, Mayor and councillors at the Shire of Yarra Ranges last Tuesday and this week she will be at the Shire of Indigo and stopping in at Wangaratta.  More visits are planned for May.  If you are interested in having Maree with your council, please email Member Relations Officer, Chelsea Ayling or call (03) 9349 7983.

Voting by councillors at council meetings
Local Government Victoria (LGV) has issued a practice note for councillors and officers regarding voting by councillors at council meetings.  This follows the changes made in late 2012 to the Local Government Act regarding abstentions from voting.  The VLGA and our member local governments still hold very strong views about this legislative change and the message came through loud and clear from many mayors at the Essential Mayors’ Weekend in January.  While we acknowledge that LGV is seeking to provide clarification, we argue that the change was impractical and confusing, as evidenced by the need for the practice note.  For interest, you can also read the Good Governance Guide on voting at council meetings.

VLGA 2012 local government elections survey of women candidates
The VLGA has just published the report from our survey of the record number of women candidates in the 2012 local government elections in Victoria.  In 2011, the VLGA initiated the Think Women for Local Government Project with the support of the Victorian Government and local governments across the sector.  The aim of the project was to encourage more women to put up their hand for candidacy.  A record 662 Victorian women nominated, 215 of which were elected to councils. 

‘Gamblification’ of everyday life
VLGA members might also be interested in this article Sport, Tom Waterhouse and the ‘gamblification’ of everyday life  (The Conversation, 4 April) by Charles Livingstone, Senior Lecturer in Global Health and Society, in the School of Public Health and Preventive Medicine at Monash University. Charles is a regular presenter at the VLGA’s Local Government Working Group on Gambling.

Unlocking tourism potential of public land?
Over the Easter break, the Victorian Coalition Government released guidelines on Tourism Investment Opportunities of Significance in National Parks.  The Minister for Environment and Climate Change, the Hon. Ryan Smith MP, says the guidelines are intended to help grow the tourism sector and attract more international visitors to Victoria.  The release follows the Government’s response in 2012 to the final report from the Victorian Competition and Efficiency Commission (VCEC) inquiry into the Victorian tourism industry.  The guidelines attracted much media attention in the past week, and we know a number of VLGA member local governments and other members will have a strong interest in how this policy progresses.

Minimum standards for rooming houses
New laws have commenced which provide rooming house residents with a right to minimum privacy, security, safety and amenity standards. For the first time in Victoria, residents have the ability to take legal action to enforce these rights at VCAT. Local governments also have increased powers to refuse to register rooming houses which do not comply with minimum standards.  The VLGA welcomes these rights however, in our view, all levels of government must take a proactive approach to compliance and enforcement, to ensure these rights are meaningful to the vulnerable Victorians relying on rooming house accommodation.


New local government resource for ‘Heart Healthy’ communities
The Heart Foundation (Victoria) has developed a new local government resource Creating heart healthy communities, with programs and policies that address risk factors for heart disease.  Included in the document are actions councils may consider when preparing Municipal Public Health and Wellbeing Plans, Municipal Strategic Statements and Council Plans.  The resource outlines three Heart Foundation priority areas for local government including food and nutrition, active living and smoke-free outdoor areas.


Smart parking
According to a blog from Greg Rucks of the Rocky Mountain Institute, “In 2007, city drivers in a pint-sized 15-block district in Los Angeles drove more than 950,000 miles, emitted 730 metric tons of carbon dioxide, and burned 47,000 gallons of gas searching for parking”.  VLGA metropolitan member councillors and officers will find Greg’s blog of interest as he discusses new technology being used for parking solutions in cities around the world.


Funding opportunities

Community Safety Grants
Local councils and community groups are urged to become actively involved in local crime prevention programs by applying for the State Coalition Government’s Community Safety Fund grants.  Minister for Crime Prevention Andrew McIntosh has launched the third round of the grants, which provides a total of $1 million in funding.  The Community Safety Fund provides grants of up to $10,000 for community groups and councils to implement crime prevention projects. Public forum: ‘After the Race Discrimination Case’

'Going bush in 2013’ – save the date!

Going bush in 2013 has something for everyone, and begins with a dinner on Friday night with guest speakers Federal MP Dr Sharman Stone and Melbourne Cup hero/winegrower Gerry Ryan. The conference will be opened on Saturday morning by Local Government Minister (and ALGWA Life Member) The Hon Jeanette Powell, who will then be joined in a panel with Pam Robinson OAM. Pam, a former Violet Town Shire President and ALGWA Victoria President, is currently an environment officer in the Northern Territory.  Other Saturday speakers include Victoria’s Commissioner for Environmental Sustainability Prof Kate Auty; Dr Bill Sykes MP, and ALGWA bursary winner Sam Durreau of Whittlesea. Cr Colleen Furlanetto will talk about Strathbogie’s domestic violence initiatives, to be followed by a panel of six local female mayors.  Sunday speakers include shadow local government minister Richard Wynne and Vanessa Robinson, Founder and Chair of the Chase and Tyler Foundation.

President’s Message
Welcome back from the Easter break, and I trust you all enjoyed some time out with loved ones over the past few days.  So much has happened since our last eNews and this week’s edition is chock full of information.  Prime Minister Gillard has announced her new Ministry which includes a return of the Hon Anthony Albanese to the portfolios of Regional Development and Local Government.  In other news, it won’t have escaped any of you that parts of north-eastern Victoria were severely affected by a recent tornado and winds of around 200kms per hour.  It was gratifying to see in an ABC News report last week that VLGA members Moira Shire received praise from the local community for their rapid response to cleaning up, and working with other agencies to make the process seamless.  Well done Moira – under very challenging circumstances.  We’re also thinking of our colleagues in Golden Plains Shire with their support to their local community of Dereel after last week’s devastating grass fire in which a number of homes were lost. Last Wednesday evening, our CEO Maree McPherson officially launched the revised web-based version of ‘Now you’re a Councillor’.  This wonderful resource is a product of the Women’s Participation in Local Government Coalition  - see more in the article below.  Congratulations to everyone involved!

Victorian Local Government Women’s Charter event hosted at Boroondara

Last Wednesday evening, a large crowd gathered at the City of Boroondara’s Parkview Room to celebrate the achievements of Victorian local governments in working towards gender equity.   With Vice-President of the YWCA Sandy Bell as MC, guests heard from Boroondara Mayor Jack Wegman; Chair of WPILGC and VLGA Vice-President Beth Ripper; ALGWA Victoria President Cr Coral Ross; Moira Shire’s Cr Alex Monk; Greater Geelong Mayor Keith Fagg; Hobsons Bay Deputy Mayor Luba Grigorovitch, and VLGA CEO Maree McPherson who launched the new Now You’re a Councillor website.  The VLGA congratulates Victorian local governments on their accomplishments since the inception of the Charter.  To see photos from the event, visit and ‘like’ the VLGA’s Facebook page.

Make sure you make a submission - Public Libraries review in second stage
Minister for Local Government, the Hon Jeanette Powell MP has launched the community consultation for Stage 2 of Tomorrow’s Library – the review of public libraries in Victoria.  Comments from the community and local governments are due by 16 May. 
The Stage 2 Discussion Paper is available to assist guide comments.  The VLGA is forming our response to Stage 2 and we welcome comments via email to Peter Yates.

‘Fight for the Real You’ - new problem gambling campaign launched
The VLGA was represented last week at the Victorian Responsible Gambling Foundation’s launch of their campaign to expose problem gambling, by Premier Denis Napthine and Minister for Gaming Regulation Andrew McIntosh.  The campaign features four real people sharing real stories captured in a daily video diary as they tackle their problems with gambling in the 100 Day Challenge.  You can learn more about the campaign and watch the first TV commercial, and read the Premier’s media release.

PTV releases rail strategy
Public Transport Victoria has released the Network Development Plan – Metropolitan Rail to the Minister for Transport.  The plan is designed to:
* expand the capacity of the existing network to meet the growing needs of the city;
* redesign train services to maximise opportunities for seamless coordination with buses and trams; and
* extend the network to areas currently not served by metropolitan rail.

Guidance for the community on council rating powers
Local Government Victoria advises they have received information from a number of municipalities that certain individuals and groups are seeking to challenge the power of Councils to impose rates and charges.  LGV has produced a fact sheet setting out the key 'myths and facts' which provides guidance and information on these and related issues.

Local Government Victoria has recently released the 2013 Victorian Local Government Best Practice Procurement Guidelines for reference.

Climate Change Adaptation Plan
The VLGA is pleased that Victoria’s first Climate Change Adaptation Plan has finally been tabled in Parliament by Minister for Environment and Climate Change, the Hon Ryan Smith MP.  The plan outlines six key strategies to build Victoria’s climate resilience and indicates that further dialogue with local governments will be undertaken – something the VLGA has advocated for.

Victorian Electoral Commissioner appointed
Victorian Attorney-General Robert Clark MP has announced that Victoria has a new Electoral Commissioner, with the appointment of Warwick Gately AM to the role.  Mr Gately commences in the role on 29 April.

Maroondah argues case for no additional pokies
There will be no extra poker machines at Ringwood's Coach and Horses hotel after a surprise decision by the Victorian Commission for Gambling and Liquor Regulation (VCGLR) to refuse an application for eight more machines. It is only the third time the VCGLR has refused an application for poker machines in the past 12 months. You can read more about this decision online.  A summary of the decision’s key findings will also be included in the upcoming April VLGA Gambling News eBulletin.

National Disability Insurance Scheme (NDIS) renamed
Now known as DisabilityCare Australia, the NDIS legislation was passed in the House of Representatives following a series of amendments introduced by the Australian Government.  Amendments included the renaming, clarification that all people who are NDIS participants will be able to choose to remain in the scheme after they turn 65 and changes to the compensation provisions so that the NDIS Launch Transition Agency can conduct legal proceedings on behalf of a person with disability. The Bill will now be considered in the Senate before it becomes law.

The Department of Families, Housing, Community Services and Indigenous Affairs has grants of up to $5000 available for eligible not-for-profit community organisations to:
* purchase portable, tangible, small equipment items to help their volunteers
* contribute to the reimbursement of fuel costs for their volunteers who use their own car to transport others to activities, deliver food, assist with medical appointments or help people in need
* contribute to the reimbursement of transport costs incurred by volunteers with disability who are unable to drive
* contribute to the cost of training courses and/or undertake background screening checks for their volunteers.
Applications close Wednesday 24 April 2013.

April ‘Leading Edge’ Forum - Strengthening democracy: improving local government elections

Strengthening democracy is in the VLGA’s DNA.  It’s why we were founded, and continues to be a key part of our mission today.  With the 2012 local government elections completed, it’s time to reflect on how local democracy can be improved.  This workshop-style forum is the first stage in a public conversation the VLGA is conducting and it will explore key challenges such as how to:

* enhance transparency and accountability
* ‘raise the bar’ on election campaign conduct.
